The CONAI consortium and its sub-consortia operate the Italian packaging EPR ecosystem. Your Italian clients shipping to France, Italian fashion brands on Amazon France, gastronomy importers, design exporters, wine and spirit producers, need French-specific representation under both AGEC (existing) and PPWR Article 45 (from August 2026). We become your France-established arm without you operating a French entity.

We work within the CONAI consortium for Italian packaging. Can we maintain Italian operations and add France via partnership?
Yes. CONAI and the sub-consortia (COREPLA, COMIECO, RICREA, etc.) cover Italian packaging EPR; we cover French. The two operate independently, Italian membership and contributions stay with you and CONAI; French registration and declarations go through us, and the French eco-contributions stay invoiced to the client and paid directly to the eco-organisation. We invoice the client directly for our French EPR fee. Your partner fee, a referral fee, calculated on the setup fee we collect, for every stream opened for a producer you introduce (including streams added later), is paid in EUR on your invoice once we have collected; the annual fee is never shared. The client sees one French invoice from us, one Italian invoice from you.
Italian dichiarazione SISTRI / RAEE / batteries, does French EPR have an equivalent?
Yes, with different operational details. France runs WEEE through Ecosystem and Ecologic (two competing accredited eco-organisms; producers choose one). Batteries through Ecosystem (ex-Corepile), the eco-organisation we register clients with; Batribox is also approved. Declarations go to the eco-organisation, and producers are listed in ADEME’s SYDEREP register rather than the Italian Registro Nazionale dei Produttori. We file the French side; you handle the Italian side as today.
Are Italian wine and spirits exporters in scope of French EPR?
Yes. Glass packaging is covered by Adelphe (the wine/spirits/glass-heavy eco-organism, owned by Citeo). For Italian wineries exporting to French consumers via Amazon Italia → Amazon France logistic chain or direct D2C, French packaging EPR applies. We handle Adelphe registration as part of the standard packaging stream.
How do we handle invoicing for Italian B2B clients used to Italian VAT and reverse-charge rules?
We invoice the client in EUR for French EPR services. Your partner fee, a referral fee, calculated on the setup fee we collect, for every stream opened for a producer you introduce (including streams added later), is paid in EUR on your invoice once we have collected; the annual fee is never shared. You invoice your Italian client only for the Italian-scope services you provide. Two parallel invoice flows, no co-billing complexity, keeps the maths simple for both finance teams.
