Professional packaging (EPRO)
Required for packaging used in B2B shipments where the recipient is a French professional. The 1 July 2026 launch was postponed in late June 2026; the start is now set for 1 January 2027.
A France-established representative is now compulsory for pro packaging.
Article L. 541-10-9-1 of the French Environment Code, created by law n° 2026-602 of 8 July 2026, requires any person subject to French EPR without an establishment in France to appoint a representative established in France by written mandate, and subrogates that representative into the obligations for which it accepts the mandate. The rule is horizontal: it applies to pro packaging exactly as it applies to the other French streams, and it does not depend on the PPWR.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it. Within the scope and duration of the mandate we carry the pro packaging obligations; you keep producer status, answer for the accuracy of the data you give us, and remain responsible for any period before the mandate took effect. Read the full breakdown of the statute, including what to do if you already hold a Citeo Pro membership with no representative on the file.
A fixed annual fee, stated in writing before you commit.
Per stream, for producers under the eco-organism flat-fee regime. Your exact fee depends on this stream's declarative regime and your number of product references, never on sales volume.
The quote states the fixed annual fee for pro packaging, the one-time setup for the stream and the refundable security deposit. For the twelve months it covers, the number you sign is the number you pay.
Citeo Pro, Léko Pro, Twiice set your eco-contributions at their published barème rates. They stay separate from our fee and we take no percentage on them: we prepare and file the declarations that drive them, and help you optimise them.

How this stream works in France.
EPRO covers professional packaging: the boxes, pallets, films, drums and protective packaging used when shipping to French businesses rather than consumers. The dedicated REP stream was created by décret n° 2025-1081 of 17 November 2025 and its cahier des charges (arrêté of 2 December 2025); the legal framework is in force from 1 January 2026. Eco-contributions were scheduled to start on 1 July 2026, but on 26 June 2026 the government postponed the launch sine die; the start is now set for 1 January 2027 by ministerial announcement (late July 2026). The former food-service (restauration) stream will be folded in on that date. Three eco-organisms were accredited in early June 2026 and have published their barèmes: Citeo Pro, Léko Pro and Twiice (the only operator 100% dedicated to professional packaging). The barème is set per tonne by material plus a per-unit component differentiated across activity sectors, with eco-modulation (reuse is not charged, a recycled-plastic bonus applies from 2027). Many foreign sellers who supply B2B distributors in France are subject to this stream in addition to the household packaging stream.

Frequently asked questions
- Who is liable for the Professional packaging (EPRO) stream?
- The first company placing these products on the French market, with no revenue or volume threshold. Foreign sellers shipping to French professional customers. A producer with no French establishment must appoint a mandataire, compulsory since 10 July 2026.
- Which eco-organism covers Professional packaging (EPRO)?
- Citeo Pro, Léko Pro and Twiice are state-accredited for this stream. Joining any one of them satisfies the obligation; they differ on the published schedule and the declaration format, not on the legal cover. ADEME then publishes the IDU within 2 to 3 weeks.
- What does the Professional packaging (EPRO) stream cost?
- The eco-contribution follows the eco-organism's published schedule and depends on the volumes you declare, so it is specific to your catalogue. Our fee is separate: a published entry price of EUR 190 per year excluding VAT per stream, with the exact figure fixed in a written quote within one business day.
- Do I still declare in a year with no sales?
- Yes. The membership stays active and the declaration is filed at zero. Cancelling without ending the activity carries the same exposure as never registering: the IDU is removed from the SYDEREP register, and marketplaces that query it continuously delist accordingly.
