Professional packaging is the packaging of products used only by professionals: drums, jerricans, crates, cases, pallets, stretch and shrink films, big bags, IBCs. A package also sold to households stays household packaging, even when a business buys it. A producer without a French establishment, EU or non-EU, must appoint a France-established representative. We file your membership, handle your identifier and file your declarations; your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation.

When does professional packaging EPR start?
The stream is legally in force; contributions and identifiers start on 1 January 2027. Confusing the two is the most common mistake we see.
The professional packaging stream is legally in force (décret n° 2025-1081 of 17 November 2025; cahier des charges arrêté of 2 December 2025). The registration obligation exists today.
The launch scheduled for 1 July 2026 was postponed sine die. Nothing is owed on 2026 placements, and there is no retroactive effect. The 2026 scales were withdrawn.
Contributions and identifiers start (ministry press release of 28 July 2026). The 2027 scales were published in October 2026. Register now; contributions and identifiers start on 1 January 2027.
What counts as professional packaging?
Packaging of products used only by professionals. A package also sold to households stays household packaging, even when a business buys it. The test is the use of the product, not the buyer. Within that scope, the stream covers sales, grouping and transport packaging such as:
Cardboard, paper, plastic, wood, metal (steel, aluminium), glass and textile.
- Packaging of mineral and synthetic oils
- Packaging of hazardous chemical products
- Packaging of construction products (covered by the PMCB construction stream)
- Packaging of agricultural supplies (agrofourniture)
An EU manufacturer of industrial doors, say, established in Slovakia with no French entity, ships palletised doors to French distributors: wooden pallets, cardboard edge-protection, stretch film and strapping. Industrial doors are used only by professionals, so every pallet, box and film is professional packaging placed on the French market. The manufacturer is the producer for this stream and, having no French establishment, must appoint a French representative.
Citeo Pro, Léko Pro or Twiice: which one?
Three eco-organisms were accredited by arrêtés of 3 June 2026. All three apply the same regulatory architecture; each publishes its own scale per material. The right choice depends on your material mix.

Who must appoint a French representative?
The producer is whoever packs, or has packed, products to place them on the French market, or imports a packaged product placed on the French market. A written mandate under Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of 8 July 2026. Since 10 July 2026, any producer not established in France and subject to EPR must appoint a representative established in France, for every stream. For packaging, Article 45 of Regulation (EU) 2025/40 (PPWR) adds the same requirement at EU level.
Since 12 August 2026, Article 45 of Regulation (EU) 2025/40 requires a producer that makes packaging available in a member state where it is not established, including from another EU country, to appoint an authorised representative for extended producer responsibility in that member state.
A frequent point of confusion. The two roles answer to different laws:
- Manufacturer, a product-safety and product-compliance role, harmonised EU-wide. It concerns the goods and how they are made, not the packaging waste obligation.
- Producer (for EPR), defined per Member State as the first party to place the packaging on that national market. In France, that status carries the EPR obligation and, absent a French establishment, the duty to appoint a representative.
You can be the manufacturer without being the French producer, and you can be the French producer without manufacturing anything. EPR follows the producer.
What do we take charge of?
You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation.
Our fee for this stream
From €190/year excl. VAT per stream, confirmed in a written quote within one business day. Your annual fee is a fixed amount per stream and per calendar year, independent of your eco-contributions. It depends on the declaration regime and frequency, the number of references and, above EUR 1,000 of eco-contribution per stream, its size. It is fixed in writing for the year and can only change for the following year, notified in writing by 15 September, or during the year if your scope changes, for example a new stream or a change of declaration regime.
A refundable security deposit equal to one year of your estimated eco-contributions, at least the eco-organisation's minimum billing, paid once by separate transfer to a dedicated account, never invoiced. It covers sums left unpaid under the mandate and is returned within sixty days of the end of the mandate, once the last contributions are paid.

Packaging of mineral or synthetic oils, hazardous chemical products, construction products and agricultural supplies is excluded because other schemes cover it.

I’m an EU company with no French establishment: do I need a French representative?
Yes. Is professional packaging separate from my household packaging registration?
Yes. Household packaging and professional packaging are separate streams, with separate registrations, separate identifiers and separate declarations. A product also sold to households keeps household packaging even when a business buys it. If you place both kinds of packaging on the French market you need both, and a single mandate with us can cover both, each stream priced as a fixed annual fee in the same written quote.
