The scheme is legally live, but the money has not started. Confusing the two is the most common mistake we see. Here is the exact position.
The professional packaging filière is legally in force (décret n° 2025-1081 of 17 November 2025; cahier des charges arrêté of 2 December 2025). The registration obligation exists today.
The eco-contribution launch scheduled for 1 July 2026 was postponed sine die. No payment is due yet, and there is no retroactive effect. The legal framework and the three eco-organisms all stay in place.
Eco-contributions begin on the new effective date, most likely 1 October 2026 or 1 January 2027. Register and obtain your IDU now; the payment simply starts then.

EPRO covers the packaging that moves goods between businesses rather than to consumers. If your products reach a French professional in any of the following, you place professional packaging on the market.
Materials covered: cardboard, paper, plastic, wood, metal (steel, aluminium), glass and textile.
- Packaging of mineral and synthetic oils
- Packaging of hazardous chemical products
- Packaging of construction products (covered by the PMCB construction REP)
- Packaging of agricultural supplies (agrofourniture)
An EU manufacturer of industrial doors — say, established in Slovakia with no French entity — ships palletised doors to French distributors: wooden pallets, cardboard edge-protection, stretch film and strapping. None of it reaches a consumer, so household Citeo does not apply. But every pallet, box and film is professional packaging placed on the French market. The manufacturer is the producer for EPRO and, having no French establishment, must appoint a French mandataire to register, declare and pay.

Three eco-organisms were accredited in early June 2026, and all three have published a per-tonne eco-contribution schedule. We are eco-organism-neutral: we register you with whichever fits your material mix and channel.

Under 2 tonnes placed on the market, a small-producer flat fee applies instead: €95 excl. VAT per semester at Léko Pro, €100 excl. VAT per year at Twiice, €125 excl. VAT per year at Citeo Pro. Reusable packaging is discounted −50% at all three schemes and reused packaging is exempt with proof of prior contribution; a recycled-plastic bonus applies from 2027.

No French establishment? You must appoint a mandataire.
Under Article L. 541-10 II of the Code de l'environnement, the producer is whoever first places the packaged product on the French market. A producer that is not established in France — whether based elsewhere in the EU (Germany, Spain, Italy, Slovakia…) or outside it (US, UK, China…) — must designate a France-established authorized representative to register, declare and pay on its behalf.
This EPRO duty mirrors the long-standing household-packaging rule and converges with PPWR (Regulation (EU) 2025/40) Article 45, which makes a per-Member-State authorized representative an EU-wide obligation from 12 August 2026. A non-French company selling B2B into France now faces the requirement from two directions at once.
A frequent point of confusion. The two roles answer to different laws:
- Manufacturer — a product-safety and product-compliance role, harmonised EU-wide. It concerns the goods and how they are made, not the packaging waste obligation.
- Producer (for EPR) — defined per Member State as the first party to place the packaging on that national market. In France, that status carries the EPRO obligation and, absent a French establishment, the duty to appoint a mandataire.
You can be the manufacturer without being the French producer, and you can be the French producer without manufacturing anything. EPRO follows the producer.

Is professional packaging EPR (EPRO) already in force, and when do I have to start paying?
The legal framework — décret n° 2025-1081 of 17 November 2025 and its cahier des charges (arrêté of 2 December 2025) — has been in force since 1 January 2026, so the registration obligation exists now. The eco-contribution launch that was scheduled for 1 July 2026 was postponed sine die on 26 June 2026; a new start date is expected, most likely 1 October 2026 or 1 January 2027. In practice: you register and obtain your IDU now, and payment of eco-contributions starts on the new date, with no retroactive effect. Registering early means you are compliant before your first declaration rather than under a French distributor’s ultimatum.
Which eco-organism should I choose — Citeo Pro, Léko Pro or Twiice?
All three were accredited in early June 2026 and have published a per-tonne barème. On the heaviest B2B materials they are almost identical (plastics ≈ €217.6–217.9/t, paper-cardboard ≈ €34.7/t); the differences are on metals and residual materials — for example steel is €5.06/t at Léko Pro, €8/t at Citeo Pro and €23.63/t at Twiice. I’m an EU company with no French establishment — do I need a French representative for EPRO?
Yes. The obligation is triggered by placing packaging on the French market without a French establishment, not by being outside the EU. A German, Spanish, Italian, Slovak or any other EU producer with no French entity must appoint a France-established authorized representative (mandataire) exactly like a US, UK or Chinese one. This mirrors the household-packaging rule and converges with PPWR (Regulation (EU) 2025/40) Article 45, which makes the per-Member-State representative an EU-wide duty from 12 August 2026.
What packaging is covered by EPRO, and am I concerned?
Sales, grouping, transport and service packaging that accompanies goods sold to or used by French professionals: drums (fûts), jerricans (bidons), crates (cagettes), tubs and pots, cardboard cases and boxes, pallets, stretch and shrink films, strapping and dunnage, big bags and intermediate bulk containers (IBCs / GRV), in cardboard, paper, plastic, wood, metal, glass and textile. If you ship products to French businesses in any of these, assume you are concerned until proven otherwise. Packaging of mineral or synthetic oils, hazardous chemical products, construction products and agricultural supplies is excluded because it is covered by other schemes.
Is EPRO separate from my household packaging (Citeo) registration?
Yes. Household packaging (what reaches consumers) and professional packaging (what reaches businesses) are separate REP filières, with separate registrations, separate IDUs on the ADEME SYDEREP register and separate declarations. The decisive test is the recipient of the packaged product.
