Citeo is the dominant French eco-organism for household packaging and graphic paper. Approved by the French Ministry of Ecological Transition, it manages the recycling of around 5 million tonnes of packaging and paper put on the French market every year.
Citeo collects an eco-contribution from every producer whose products end up in French household waste streams. The money funds curbside collection, sorting centres, and recycling research across France. As a producer you join Citeo, declare your annual tonnages, and Citeo invoices you on that declaration.
Any company that places packaged consumer goods on the French market, whether shipped from France, Germany, the United States, the United Kingdom, China, or anywhere else. The trigger is the first placement on the French market, not the seller location.

What we do for the Citeo stream specifically.
You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. For Citeo, we sign the membership contract in your name, obtain your identifier (Citeo issues it about seven business days after the membership is validated) and file your declarations. The eco-contribution is set by Citeo on its published schedule, and we take no percentage on it.

Frequently asked questions
- Who has to join Citeo?
- Any producer placing products covered by Household packaging and Graphic paper on the French market, whatever the country it is established in, with no minimum volume. The producer is the first company placing the goods on that market: for a distance sale to a French consumer, that is the seller, not the carrier and not the marketplace.
- Can I join Citeo without a French company?
- Not directly. A producer with no establishment in France must appoint a representative established in France, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the French Environmental Code. The representative signs the membership in the producer's name. Citeo issues the identifier about seven business days after the membership is validated.
- What does Citeo membership cost?
- Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Citeo's published schedule. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We take no percentage and no margin on either of them.
- Is Citeo the only option?
- No. On Household packaging and Graphic paper, Léko and Adelphe are also state-accredited. Joining any one of them satisfies the obligation, and the choice belongs to the producer. They differ on their published schedule, their declaration format and their eco-modulations, not on the legal cover they provide.
- When do I declare to Citeo, and for which years?
- Citeo can claim contributions for earlier years: up to one year. Identifiers are never backdated.
