Since 10 July 2026, any producer with no establishment in France, whether based elsewhere in the EU or outside it, must appoint a France-established representative by written mandate, and that representative is subrogated into the EPR obligations it accepts. The rule covers all 19 French streams, reaches online marketplaces that are not established in France, and does not depend on PPWR or the Omnibus proposal.
