Article L. 541-10-9-1 of the French Environment Code, created by law n° 2026-602 of 8 July 2026, requires any person subject to French EPR without an establishment in France to appoint a representative established in France by written mandate, and subrogates that representative into the obligations for which it accepts the mandate. The rule is horizontal: it applies to packaging exactly as it applies to the other French streams, and it does not depend on the PPWR.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it. Within the scope and duration of the mandate we carry the packaging obligations; you keep producer status, answer for the accuracy of the data you give us, and remain responsible for any period before the mandate took effect. A fixed annual fee, stated in writing before you commit.

The quote states the fixed annual fee for packaging, the one-time setup for the stream and the refundable security deposit. For the twelve months it covers, the number you sign is the number you pay.

How this stream works in France.
The household packaging stream is the largest EPR obligation in France. It applies to every primary, secondary and tertiary packaging shipped to a French consumer, including the outer carton, void fill, tape, labels and inserts. Citeo is the dominant eco-organism, with Léko and Adelphe as alternatives. From August 2026 onward, the EU PPWR (Regulation 2025/40, Article 45) makes this representative role a direct EU obligation rather than a French national one.

- Who is liable for the Household packaging stream?
- The first company placing these products on the French market, with no revenue or volume threshold. Any producer or seller with no French establishment, inside the EU as well as outside it, placing packaged goods on the French market for the first time, including cross-border e-commerce and marketplace sellers. A producer with no French establishment must appoint a mandataire, compulsory since 10 July 2026.
- Which eco-organism covers Household packaging?
- Citeo, Léko and Adelphe are state-accredited for this stream. Joining any one of them satisfies the obligation; they differ on the published schedule and the declaration format, not on the legal cover. ADEME then publishes the IDU within 2 to 3 weeks.
- What does the Household packaging stream cost?
- The eco-contribution follows the eco-organism's published schedule and depends on the volumes you declare, so it is specific to your catalogue. Our fee is separate: a published entry price of EUR 190 per year excluding VAT per stream, with the exact figure fixed in a written quote within one business day.
- Do I still declare in a year with no sales?
- Yes. The membership stays active and the declaration is filed at zero. Cancelling without ending the activity carries the same exposure as never registering: the IDU is removed from the SYDEREP register, and marketplaces that query it continuously delist accordingly.
