For small producers. Eligibility: < 10,000 UVC. Mono-filière only.
For mid-market producers. Full service, multi-stream discount applies. Up to 100,000 UVC/year before bumping to Volume.
For high-volume producers: > 100,000 UVC/year. Priority queue on declarations + audit support included.
Citeo forfait simplifié <10,000 UVC. Eco-contributions are billed by the eco-organism directly (not by us) and scale with your declared tonnage or units. Our fee is the mandataire service only, no markup on the eco-contribution itself.
What packaging costs at the eco-organism in 2026.
These are the Citeo / Léko eco-contributions (per packaging unit + weight rate by material), paid by the producer to the eco-organism, separate from our mandataire fee. Indicative highlights from the official 2026 barème.
Bonuses for recycled/renewable content, source reduction and improved recyclability, up to -100% for reusable packaging. Penalties up to +100% for hard-to-recycle formats (dark plastics, PVC, disruptors).
Léko simplified regime: €95 excl. VAT/yr minimum, capped at €150 under 20,000 UVC. Governing text: arrêté of 7 December 2023 (EMPAP). We file the declarations that determine this eco-contribution; it is billed to you directly by the eco-organism, with zero margin from us, and we help you optimise it.

How this stream works in France.
The household packaging stream is the largest EPR obligation in France. It applies to every primary, secondary and tertiary packaging shipped to a French consumer, including the outer carton, void fill, tape, labels and inserts. Citeo is the dominant eco-organism, with Léko and Adelphe as alternatives. From August 2026 onward, the EU PPWR (Regulation 2025/40, Article 45) makes this representative role a direct EU obligation rather than a French national one.
