Textile, household linen and footwear (TLC)
Required for any apparel, linen or footwear product shipped to French consumers.

A written mandate under Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of 8 July 2026. Since 10 July 2026, any producer not established in France and subject to EPR must appoint a representative established in France, for every stream. For packaging, Article 45 of Regulation (EU) 2025/40 (PPWR) adds the same requirement at EU level.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it.
You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. A fixed annual fee, stated in writing before you commit.

The quote states the fixed annual fee for textile, the one-time setup for the stream and the refundable security deposit. For the calendar year it covers, the number you sign is the number you pay.
Refashion set your eco-contributions at their published barème rates. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We take no percentage on them: we prepare and file the declarations that drive them, and help you optimise them.
Your annual fee is a fixed amount per stream and per calendar year, independent of your eco-contributions. It depends on the declaration regime and frequency, the number of references and, above EUR 1,000 of eco-contribution per stream, its size. It is fixed in writing for the year and can only change for the following year, notified in writing by 15 September, or during the year if your scope changes, for example a new stream or a change of declaration regime.

The detailed per-item scale rewards durability and recycled content; the simplified per-item rate is deliberately higher to cover non-declaration of eco-modulation.
Refashion's simplified regime is billed per piece at a higher rate (about EUR 0.58 per clothing item in 2026) and is reserved for fewer than 5,000 pieces a year with no eco-modulated product; the detailed regime is usually far cheaper per piece. How this stream works in France.
France was the first EU country to enforce EPR for textile products, run by the single eco-organism Refashion (formerly Eco-TLC). The scope is broad: it covers clothing, household linen, footwear and most fashion accessories. Since 2023 the eco-modulation system penalizes ultra-fast-fashion and non-recyclable fibers with higher contributions.

Refashion collects an eco-contribution per garment, per pair of shoes, per kilogram of household linen placed on the market. The funds finance second-hand sorting, fiber recycling, and consumer awareness campaigns. France was first in Europe to introduce textile EPR, in 2007.

Joining Refashion from abroadWhat to expect with the eco-organisms
- One eco-organism: Refashion, for clothing, household linen and footwear. The declaration of quantities placed on the French market is annual.
- Registration is due from your first sale in France, and eco-organisations can claim contributions for earlier years: up to five years at Refashion (the current year and four previous ones), three at Ecomaison, Ecosystem and Valobat, one at Citeo, none at Léko. Identifiers are never backdated. We tell you before signing whether earlier years are at stake.
- You sign the Refashion membership; we act as your declaring facilitator under your power of attorney, and Refashion invoices you directly.
- Regularised years are charged at the rates in force each year; Refashion’s standard contract may also exclude eco-modulation bonuses for those years and apply late-payment penalties. Check its current terms before you join.
- Have ready: your product references by category (clothing, linen, footwear), units sold in France per year, and your sales history if you are catching up.
We act as your French authorized representative for textile.

You sign the Refashion membership; we act as your declaring facilitator under your power of attorney, and Refashion invoices you directly.
IDU obtained
Your unique identifier (IDU) is issued once the membership is in place, on the eco-organisation’s own timing.
Declarations
Most streams are declared once a year. Exceptions: Ecomaison declares quarterly by default (annual on option below 15 t, 1,000 pieces and EUR 2 million of turnover in the stream), Valdelia quarterly, Ecominéro monthly, and Ecosystem electrical equipment quarterly unless contributions are paid by SEPA direct debit. We file with the eco-organisation.
