Article L. 541-10-9-1 of the French Environment Code, created by law n° 2026-602 of 8 July 2026, requires any person subject to French EPR without an establishment in France to appoint a representative established in France by written mandate, and subrogates that representative into the obligations for which it accepts the mandate. The rule is horizontal: it applies to textile exactly as it applies to the other French streams, and it does not depend on the PPWR.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it. Within the scope and duration of the mandate we carry the textile obligations; you keep producer status, answer for the accuracy of the data you give us, and remain responsible for any period before the mandate took effect. The quote states the fixed annual fee for textile, the one-time setup for the stream and the refundable security deposit. For the twelve months it covers, the number you sign is the number you pay.

How this stream works in France.
France was the first EU country to enforce EPR for textile products, run by the single eco-organism Refashion (formerly Eco-TLC). The scope is broad: it covers clothing, household linen, footwear and most fashion accessories. Since 2023 the eco-modulation system penalizes ultra-fast-fashion and non-recyclable fibers with higher contributions.
