French EPR glossary.

Every acronym and French term you will encounter, defined plainly. Built for non-French speakers who need to read ADEME notices, Citeo correspondence, and marketplace compliance pages without a dictionary.

Adelphe: Citeo subsidiary serving wine, spirits, and pharmaceutical packaging EPR in France. Same regulatory cover as Citeo, sector-specific contribution scale. See the Adelphe dossier.
ADEMEAgence de la transition écologique: French national environment agency. Operates SYDEREP (the EPR teleservice), issues the IDU producer identifier, and audits eco-organism compliance.
AGECLoi anti-gaspillage pour une économie circulaire: French law of 10 February 2020 that overhauled the EPR system, introduced new streams (toys, sports/DIY, construction), reinforced producer obligations, and codified marketplace liability under article L. 541-10-9.
Authorized representativeMandataire REP: Person established in France and appointed in writing by a producer without a French establishment to handle its French EPR. Since 10 July 2026 the appointment is compulsory (Article L. 541-10-9-1). You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We currently register clients with Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. Batribox (ex-Screlec): Approved French eco-organism for portable batteries (arrêté of 27 March 2025). For batteries we recommend Ecosystem; Recycler Mon Véhicule covers vehicle batteries (category 5). See the Batribox dossier.

Citeo: Dominant French eco-organism for household packaging and graphic paper. Approximately 95% market share. Default choice for most producers. See the Citeo dossier.

DeclarationDéclaration: Report filed with each eco-organism, stating the volumes (tonnage or unit count) placed on the French market. Triggers the eco-contribution invoice. Most streams are declared once a year. Exceptions: Ecomaison declares quarterly by default (annual on option below 15 t, 1,000 pieces and EUR 2 million of turnover in the stream), Valdelia quarterly, Ecominéro monthly, and Ecosystem electrical equipment quarterly unless contributions are paid by SEPA direct debit. Ecomaison: Multi-stream French eco-organism for furniture, toys, and DIY and garden products. Ecomaison charges a EUR 50 membership fee per stream, payable within five business days of signing. See the Ecomaison dossier.
Ecominéro: French eco-organism for inert mineral construction waste (concrete, stone, ceramics). See the Ecominéro dossier.
Ecologic: French eco-organism for WEEE, alternative to Ecosystem. Often used for B2B equipment and specialised verticals. See the Ecologic dossier.
Ecosystem (ex-Corepile): Main French eco-organism for WEEE (electrical and electronic equipment), lamps and batteries; the eco-organisation we recommend for batteries. See the Ecosystem dossier.
EPRExtended Producer Responsibility, REP in French: Regulatory principle making producers financially and operationally responsible for the end-of-life management of the products they place on the market. France has 19 official EPR streams; see our foundational guide.

IDUIdentifiant Unique Producteur: Identifiant unique: the official French producer identifier under EPR, recorded by ADEME in SYDEREP, one per stream. It is issued through the eco-organism after membership, on its own process: about seven business days after the membership is validated at Citeo, about five business days after the first invoice is paid at Léko, after the first declaration has been filed and paid at Ecosystem. Professional packaging (EPRO): registration is open now, eco-contributions from 1 January 2027. Identifiers are never backdated. Marketplaces verify it, and it must appear in your terms of sale. Info-tri: Sorting-instruction marking that goes with the Triman on household packaging and graphic papers. It is made of four blocks: the Triman, a banner, the elements of the packaging and their destination, showing each separable element and where it goes. The 2027 Citeo and Léko scales carry no bonus or malus linked to Info-tri; the marking is a legal requirement. The only related premium (4%) rewards off-pack media awareness campaigns. Léko: Second French eco-organism for household packaging, producer-owned alternative to Citeo. Smaller market share. See the Léko dossier.
Law n° 2026-602Loi Fast Fashion, Article L. 541-10-9-1: French law of 8 July 2026 on reducing the environmental impact of the textile industry (Journal officiel n° 0159 of 9 July 2026, NOR TECX2407166L). Its article 5, 2° created Article L. 541-10-9-1 of the Code de l’environnement, in force on 10 July 2026. Despite the textile title, the provision is horizontal: it makes appointing a France-established representative, by written mandate, compulsory across all 19 French EPR streams for any person not established in France. It also reaches online intermediation platforms that are not established in France. See our breakdown of the statute.

MandateMandat: Written contract by which the producer appoints the representative. A written mandate under Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of 8 July 2026. Since 10 July 2026, any producer not established in France and subject to EPR must appoint a representative established in France, for every stream. For packaging, Article 45 of Regulation (EU) 2025/40 (PPWR) adds the same requirement at EU level. Signed electronically with us; no notary required.
Mandataire REPEPR authorized representative: The mandataire REP is the person established in France that a producer not established in France must appoint, by written mandate, to handle its French EPR (Article L. 541-10-9-1 of the Code de l’environnement, in force since 10 July 2026). The producer keeps producer status. See authorized representative and our guide to the role.

PMCBProduits et matériaux de la construction du bâtiment: French EPR stream in force since 1 January 2023, covering construction products and materials. Eco-organisms: Valobat, Ecominéro, Ecomaison and Valdelia.
PPWRPackaging and Packaging Waste Regulation, EU 2025/40: EU regulation applying since 12 August 2026, harmonising packaging rules across all 27 Member States. Directly applicable (no national transposition lag). Since 12 August 2026, Article 45 of Regulation (EU) 2025/40 requires a producer that makes packaging available in a member state where it is not established, including from another EU country, to appoint an authorised representative for extended producer responsibility in that member state. ProducerProducteur: The entity that places the product on the French market for the first time: whoever transfers title in France is the producer, including when the goods ship from FBA or a 3PL. Country of incorporation, country of manufacture, and sales channel do not change producer status: the trigger is geographical (France). Appointing a representative does not transfer producer status: you remain the producer.

SYDEREPSystème Déclaratif REP: ADEME teleservice for EPR declarations and IDU issuance. Eco-organisms transmit producer files to ADEME through SYDEREP. The IDU number returned to producers comes from this system, and marketplaces check identifiers against it.

Triman: French sorting logo that, with the Info-tri instructions, must appear on household packaging and graphic papers placed on the French market, whatever the seller’s origin, EU or non-EU (glass beverage bottles are exempt). Required since 1 January 2022. The official files come with Citeo or Léko membership; the artwork stays with you and your designer. See our Info-tri and Triman guide.

Valdelia: French eco-organism for professional furniture (office, hospitality, schools). See the Valdelia dossier.

WEEEWaste Electrical and Electronic Equipment, DEEE in French: EPR stream for electrical and electronic equipment. Eco-organisms: Ecosystem (default), Ecologic. See the WEEE stream page.

Éco-contribution: Regulated fee paid by producers to eco-organisms, scaled to the volume and material profile of products placed on the French market. Funds the collection, sorting, and recycling infrastructure. Not a tax and not deductible from income tax. It is set by the eco-organism on its published barème and stays separate from our service fee: we take no percentage on it.
Éco-modulation: Bonus-malus mechanism applied by eco-organisms: a packaging with high recycled content or a recyclable mono-material design pays less per tonne than a non-recyclable composite. Modulation rates change yearly. The 2027 Citeo and Léko scales carry no bonus or malus linked to Info-tri; the marking is a legal requirement. The only related premium (4%) rewards off-pack media awareness campaigns.
