Amazon France enforces EPR faster than the French State.
French law, through article L. 541-10-9 of the Environment Code, makes marketplaces co-responsible for EPR compliance of third-party sellers. Amazon France treats this as operational risk: their automated checks suspend ASINs without a valid IDU before any French agency notices.

Our fee is a fixed annual fee per stream, from €190/year excl. VAT, confirmed in a written quote within one business day. Your annual fee is a fixed amount per stream and per calendar year, independent of your eco-contributions. It depends on the declaration regime and frequency, the number of references and, above EUR 1,000 of eco-contribution per stream, its size. It is fixed in writing for the year and can only change for the following year, notified in writing by 15 September, or during the year if your scope changes, for example a new stream or a change of declaration regime. A one-time setup per stream and a refundable security deposit are stated in the quote. Eco-contributions are set by each eco-organisation on its published barème; your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We take no percentage and no margin on them, nor on membership fees.

How do I get the French IDU that Amazon France asks for?

Join an approved eco-organisation for each EPR stream you sell, household packaging first (Citeo or Léko), through a representative established in France if your business is not established there. The eco-organisation registers you with ADEME, which issues the IDU; you then enter each identifier on Amazon’s EPR compliance page in Seller Central, in the field of its own stream. Why is Amazon asking for my EPR number in France?

Article L. 541-10-9 of the French Environment Code requires marketplaces to verify that third-party sellers comply with French EPR obligations. Amazon France enforces this by collecting a valid IDU per applicable EPR stream, and delisting sellers who cannot provide one.
Which EPR streams does Amazon France check?

Amazon France verifies the streams relevant to each product category, most commonly: household packaging (Citeo, Léko), electrical equipment (Ecosystem, Ecologic), batteries (Ecosystem, Batribox), textile (Refashion), furniture (Ecomaison, Valdelia, Valobat) and toys (Ecomaison).
How long does registration take?

It depends on the eco-organisation. Citeo issues the identifier about seven business days after the membership is validated. Léko issues it about five business days after its initial invoice is paid; that invoice must be paid within five business days, otherwise the membership is cancelled. Refashion issues it after membership, the signed contract and your first declaration and payment, then about ten business days. Ecosystem issues it after your first declaration has been filed and paid. Professional packaging (EPRO): registration is open now, eco-contributions from 1 January 2027. We file your membership within two business days of receiving the signed mandate, the first invoice payment and the deposit. Is appointing a representative actually compulsory, or just the easiest route?

Compulsory. A written mandate under Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of 8 July 2026. Since 10 July 2026, any producer not established in France and subject to EPR must appoint a representative established in France, for every stream. For packaging, Article 45 of Regulation (EU) 2025/40 (PPWR) adds the same requirement at EU level. The test is establishment in France rather than nationality, so an EU seller with no French entity is covered exactly like a US or Chinese one. Amazon’s IDU check under Article L. 541-10-9 is the commercial enforcement layer on top of that legal obligation.
Amazon collects eco-contributions for me. Does that make me compliant?

If a marketplace takes on the EPR obligation for your products under Article L. 541-10-9 of the French Environmental Code (as Amazon offers to do in France), the obligation is deemed met for those products only, and only while you are not registered yourself. Anything sold outside that scheme, or once you register, remains your obligation. It does not register you, does not give you an IDU in your name and does nothing for your other channels.
Do I still need an EPR representative if I use Amazon FBA in another EU country?

Yes, if you ship products into France through FBA or otherwise. The French EPR obligation is triggered by the first placement on the French market, regardless of the country of warehousing. Pan-European FBA from a German or Polish warehouse to French consumers triggers the obligation.
