Sell in France without becoming a French EPR expert

Any producer or seller not established in France that places products in scope of a French EPR stream on the French market. This includes US, UK, Chinese, Swiss and Turkish brands, and also EU companies (German, Dutch, Danish, Spanish and others) with no French establishment: the trigger is establishment in France, not nationality. Amazon FBA sellers, D2C brands, dropshippers and TikTok Shop merchants are all in scope.

Our fee is a fixed annual amount per EPR stream, from €190/year excl. VAT for streams under the eco-organism flat-fee regime. Your annual fee is a fixed amount per stream and per calendar year, independent of your eco-contributions. It depends on the declaration regime and frequency, the number of references and, above EUR 1,000 of eco-contribution per stream, its size. It is fixed in writing for the year and can only change for the following year, notified in writing by 15 September, or during the year if your scope changes, for example a new stream or a change of declaration regime. You receive a fixed written quote within one business day, stating the annual fee, the one-time setup per stream and the refundable security deposit. We are the France-established mandataire and we file French dossiers and French declarations only; we do not sign mandates or handle declarations outside France, where a separate authorized representative established in each Member State is required. The figures exclude eco-contributions, which are set by each eco-organism on its published barème and stay separate from our fee: we take no percentage on them.

The approved eco-organisations, stream by stream: household packaging (Citeo, Léko, Adelphe), graphic paper (Citeo, Léko), professional packaging (Citeo Pro, Léko Pro, Twiice), WEEE (Ecosystem, Ecologic, Soren), batteries (Ecosystem, Batribox), textile (Refashion), single-use wipes (Citeo Soin & Hygiène), furniture (Ecomaison, Valdelia, Valobat), toys (Ecomaison), sports and leisure (Ecologic), DIY and garden (Ecologic, Ecomaison, Valobat), construction PMCB (Valobat, Ecominéro, Ecomaison, Valdelia), chemicals (EcoDDS, Ecopae, Pyréo), tyres (Aliapur, FRP, Tyval), lubricating oils (Cyclevia), medical sharps / DASRI (DASTRI), unused medicines (Cyclamed), tobacco (Alcome), pleasure boats (APER), and end-of-life vehicles (Recycler Mon Véhicule). We currently register clients with Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. For the other approved eco-organisations, we confirm availability with your quote.

Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we act as your representative established in France. We take charge of, and answer for, your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits. You remain the producer and pay your eco-contributions directly to the eco-organisation. We also keep the archive of your files. A company established in France is outside this regime: it declares in its own name.

We file your membership with each eco-organisation within two business days of receiving the signed mandate, the first invoice payment and the deposit. The identifier timing depends on the eco-organisation. Citeo (household packaging): about seven business days after the membership is validated. Léko (household packaging): about five business days after the initial Léko invoice is paid; that invoice must be paid within five business days, otherwise the membership is cancelled. Ecosystem (electronics, batteries): the identifier is issued after the first declaration has been filed and paid. Refashion (textiles, footwear): after membership, the signed contract and the first declaration with its payment, then about ten business days. Professional packaging (EPRO: Citeo Pro, Léko Pro, Twiice): registration open now, eco-contributions from 1 January 2027.
