Small producers: Léko Pro flat fee €220 excl. VAT below 4 t a year, Citeo Pro flat fee €240 at 4 t or less. Above that, the per-tonne sum applies, with a minimum billing of €220 (Léko Pro) and €240 (Citeo Pro).
New reusable packaging: -50% at both (Léko Pro: -100% for an adopted standard range). Reused packaging: exempt with proof of a prior contribution. Recycled-plastic incorporation premium: €450 to €550 per tonne.
Twiice, the third approved eco-organisation, had not published its 2027 scale on 12 October 2026: it is not in this comparison.

Rates in euros per tonne, excluding VAT, before eco-modulation. Year of every rate: 2027 (contributions start on 1 January 2027; there is no 2026 contribution). Léko Pro: "other materials" (glass, aluminium, steel, textile, ceramic, cork...). Citeo Pro: steel has its own rate; aluminium, glass and other materials (ceramic, stoneware...) share one.

What does a small producer pay in 2027?
A flat fee: €220 excl. VAT a year at Léko Pro below 4 tonnes, €240 at Citeo Pro at 4 tonnes or less. Above those thresholds the per-tonne scale applies, with a minimum billing of €220 (Léko Pro) and €240 (Citeo Pro).
Which scale costs less?
At the standard rates, Léko Pro is lower on every material and its flat fee is lower too (our reading of the two published scales). Example: 10 t of plastic costs €2,590.00 at Léko Pro and €2,818.40 at Citeo Pro (10 × rate per tonne). One exception: for dangerous-product packaging, Léko Pro charges €82.69/t on every non-plastic material, Citeo Pro €82.80/t on steel only, so non-plastic, non-steel dangerous-product packaging costs less at Citeo Pro. And at exactly 4 tonnes, Citeo Pro's flat fee still applies while Léko Pro's per-tonne scale already does.
When do professional packaging contributions start?
On 1 January 2027. The stream was scheduled to start on 1 July 2026, was postponed sine die on 26 June 2026, then set for 1 January 2027 by the ministry press release of 28 July 2026. 2027 placements are declared from January 2028.
