Léko is the second approved eco-organism for household packaging and graphic paper in France, set up as a producer-owned alternative to Citeo. Smaller market share but identical legal scope and IDU eligibility.
Léko collects eco-contributions from adherent producers, pools them into the French selective collection scheme, and reports to ADEME. Functionally interchangeable with Citeo for compliance purposes, sometimes preferred by producers with high recycled-content packaging because of the eco-modulation bonus structure.
Same trigger as Citeo: any producer placing packaged consumer goods on the French market, regardless of where the company is established. You choose either Citeo or Léko (not both) for the packaging stream.

If you prefer Léko over Citeo, we sign the Léko adherence on your behalf, obtain your IDU from ADEME, file declarations; the eco-contribution itself is set by the eco-organism on its published schedule, and we take no percentage on it. The switch between Citeo and Léko is a contractual choice, not a legal one, and we advise on whichever fits your packaging profile best.

Frequently asked questions
- Who has to join Léko?
- Any producer placing products covered by Household packaging and Graphic paper on the French market, whatever the country it is established in, with no minimum volume. The producer is the first company placing the goods on that market: for a distance sale to a French consumer, that is the seller, not the carrier and not the marketplace.
- Can I join Léko without a French company?
- Not directly. A producer with no establishment in France goes through a France-established mandataire, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the Code de l'environnement. The representative signs the membership in the producer's name, then ADEME publishes the IDU within 2 to 3 weeks.
- What does Léko membership cost?
- Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Léko's published schedule. We take no percentage and no margin on either of them.
- Is Léko the only option?
- No. On Household packaging and Graphic paper, Citeo and Adelphe are also state-accredited. Joining any one of them satisfies the obligation, and the choice belongs to the producer. They differ on their published schedule, their declaration format and their eco-modulations, not on the legal cover they provide.
- What do I declare once I have joined?
- The volumes you placed on the market the previous year, in the unit that stream uses, on Léko's own calendar. That declaration sets the eco-contribution you owe. A producer joining late regularises the earlier years in which it placed products on the market.
