French EPR asks them for a representative established in France, which your firm cannot be from outside France. We hold that role for them, you keep the client relationship and the rest of the European scope.
Which firms can refer US and Asian sellers to us?
Any firm outside France whose clients sell consumer goods into France and ask what to do about French EPR. The four profiles below cover most of them.
What does a seller you introduce get?
A France-established representative for French EPR, one written mandate for all its French streams and a fixed written quote within one business day. You can reuse the lines below in your own onboarding material.
- →French EPR only, handled end to end: eco-organisation membership, the unique identifier (IDU) obtained via ADEME, declarations and archiving.
- →One written mandate under Article L. 541-10-9-1 covering all of the producer’s French streams, not one representative per stream.
- →An identifier in days, not weeks, depending on the eco-organisation: about seven business days after the membership is validated at Citeo, a few days after the initial invoice is paid at Léko (payable within five business days, otherwise the membership is cancelled), after the first declaration has been filed and paid at Ecosystem.
- →A fixed written quote within one business day: annual fee per stream, one-time setup per stream and a refundable deposit, all stated in writing before signing.
- →Eco-contributions stay invoiced to the producer and paid by the producer directly to the eco-organisation; we take no percentage and no margin on them.
- →Written support in English and French, from Paris. We do not offer support in Chinese, Japanese, Korean or other languages.
How does a referral work in practice?
You introduce the seller by email, we quote in writing, the seller signs its own mandate with us. No calls or meetings are needed at any step.
One email to us with the seller’s name and contact, and what they sell into France. No call to schedule: everything runs in writing.
We check which French streams apply and send the seller a fixed written quote within one business day.
The producer signs its mandate directly with us. We file the memberships, obtain the identifier and run the declarations.
You receive the milestones (mandate signed, membership filed, identifier issued) so you can update the marketplace listing or your onboarding checklist.
What do we do, and what stays with you?
We act in France only, for French EPR only. We are not the EU authorised representative for product safety, not a VAT or fiscal representative and not a customs agent, so none of your existing services overlaps with ours.

How is the partnership structured?
You receive a referral fee on the setup of each stream opened for a producer you introduce, under a written partner agreement that states the terms. The annual fee is never shared. Each producer signs its own mandate with us and is invoiced by us directly, so there is no co-billing and your firm does not become the producer’s representative.

Why can’t a US or Asian firm act as the French EPR representative itself?
Since 10 July 2026, Article L. 541-10-9-1 of the French Environmental Code requires every producer not established in France and subject to EPR to appoint a representative established in France, by written mandate, for every stream. A firm based in the US, China, Japan, Korea, India, Hong Kong or Singapore does not meet that condition, so the French leg has to sit with a France-established entity.
How is the partner rewarded?
Through a referral fee on the setup of each stream opened for a producer you introduce, under a written partner agreement that states the terms. The annual fee is never shared. Each producer signs its own mandate with us and is invoiced by us directly, so there is no co-billing. The exact terms are sent in writing with the partner agreement.
Who signs the mandate and who stays the producer?
The seller signs its own written mandate with us and remains the producer. Under that mandate we take charge of and answer for its registration, its identifier, its declarations, the exchanges with the eco-organisation and audits, and the archiving of its files. Your firm does not sign anything on the seller’s behalf and does not become its representative.
How long does it take for the seller to get its identifier?
It depends on the eco-organisation. Citeo issues the identifier about seven business days after the membership is validated. Léko issues it a few days after its initial invoice is paid; that invoice must be paid within five business days, otherwise the membership is cancelled. Refashion issues it after membership, the signed contract and your first declaration and payment, then about ten business days. Ecosystem issues it after your first declaration has been filed and paid. Professional packaging (EPRO): registration is open now, eco-contributions from 1 January 2027. We file your membership within two business days of receiving the signed mandate, the first invoice payment and the deposit.
Which eco-organisations do you register sellers with?
We currently register clients with Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. For the other approved eco-organisations, we confirm availability with your quote.
Are you the EU authorised representative for product safety, or a VAT representative?
No. We act in France only, for French extended producer responsibility (REP) only. The economic operator or authorised representative required by EU product safety and CE-marking rules, VAT registration and fiscal representation, customs and company formalities are separate roles that stay with your firm or another specialist. For packaging, PPWR Article 45 also requires an EPR representative in each other Member State where the seller has no establishment: we cover France only.
Can our clients be supported in Chinese, Japanese or Korean?
No. Our support is written, in English and French only. If a seller needs another language, the translation stays with your firm.
Do you offer calls or meetings to partners?
No. The partnership runs in writing: you apply through the partner form, Léo Escourrou replies personally within one business day with the partner agreement and an NDA, and each introduced seller receives a written quote.
