French EPR Cost for a Furniture Brand: How the Budget Is Built

If you run a furniture brand selling in France and you are not established here, the budget is more predictable than most people expect, because it splits into three clean layers: a fixed representative fee (a fixed annual amount per EPR stream, confirmed in a written quote within one business day), a small eco-organism membership, and the variable eco-contribution (which scales with your declared tonnage). This article builds that budget layer by layer so you know exactly what to ask for before you commit to anything.

The scenario

Take a furniture brand that sells household furniture into France: sofas, tables, storage. Two EPR streams apply, which is the norm for furniture:

• Furniture (DEA) with Ecomaison, the household furniture eco-organism. (Professional furniture would go to Valdelia instead; the decision is explained in Ecomaison vs Valdelia.)
• Household packaging with Citeo (or a competitor such as Léko or Adelphe), because the furniture ships in boxes, pallets, foam, and film.

The producer is whoever first places the product on the French market under Article L. 541-10 of the Code de l'environnement (AGEC law n° 2020-105 of 10 February 2020); if that is you and you are not established in France, you appoint a France-established authorized representative to register and file in your name.

Layer 1: the representative fee (fixed, in writing)

Our fee is a fixed annual amount per EPR stream, from €190/year excl. VAT for streams under the eco-organism flat-fee regime, confirmed in a written quote within one business day. For this furniture brand the quote covers two lines, one for the furniture (DEA) stream and one for household packaging, each priced on two disclosed drivers: the stream's declarative regime (flat-fee, simplified or itemised) and your number of product references, never your sales volume. The fee is fixed for the twelve months it covers; it can be revised at each annual renewal, and any change is stated in writing before it takes effect, so you always know the number before you renew.

Two one-off items appear in the same quote:

• A one-time setup per stream, charged in Year 1 only.
• A refundable security deposit. Since 10 July 2026 (law n° 2026-602, Article L. 541-10-9-1 of the Code de l'environnement), the mandataire is legally subrogated into the EPR obligations it accepts for a producer not established in France; the deposit covers that exposure, is calibrated on your estimated annual eco-contributions, and is returned at the end of the mandate.

For the twelve months it covers, the number you sign is the number you pay: no percentage of your eco-contributions, no per-SKU surcharge, no volume escalator.

Layer 2 and layer 3: what sits on top (and is not ours to set)

Two further costs apply on top of the representative fee, and they are not ours to set:

1. Eco-organism membership. Each eco-organism charges a modest membership. Ecomaison is around €60 per year; Citeo's membership fee is similarly modest. These are small and fixed.
2. The variable eco-contribution. This is the real recycling levy, and it scales with what you declare. For furniture it is driven by weight (furniture is heavy, so tonnage matters), and for packaging it is driven by the weight and type of packaging materials. There is no flat number here: a brand shipping 20 tonnes of furniture pays far more in eco-contribution than one shipping 2 tonnes. We declare it accurately on your behalf, but we cannot reduce it because the eco-organism sets the baremes.

The cleanest way to think about it: representative fees are the fixed, knowable part of your budget; the eco-contribution is the variable, tonnage-driven part. A quick reality check on who pays

Before you budget at all, confirm you are actually the producer. If a single France-established distributor imports your whole range and resells it, that distributor registers and pays, not you.
