Leo Escourrou

Leo Escourrou is the founder of EPR Representative, a French-established authorized representative for producers without a French establishment under Articles L. 541-10 II and following of the Code de l’environnement. He advises US, UK, Chinese and EU-based brands with no French entity on French EPR compliance under the statutory subrogation regime of Article L. 541-10-9-1 of the Code de l’environnement (law n° 2026-602 of 8 July 2026, in force 10 July 2026) and the PPWR Article 45 regime that applies from 12 August 2026.

What I do for non-EU producers

• Sign and execute the written mandate (Articles 1984 et seq. of the Code civil) that allows your non-EU entity to register for French EPR, and carry the obligations it covers under Article L. 541-10-9-1.
• File registration dossiers with each accredited eco-organism, Citeo, Léko, Adelphe, Ecosystem (also handling portable batteries since the 2025 Corepile merger), Ecologic, Refashion, Ecomaison, Valdelia, Batribox, Valobat, Ecominéro, on your behalf.
• Monitor ADEME SYDEREP publication, confirm IDU issuance, and produce marketplace-ready documentation for Amazon Seller Central, Cdiscount Pro, ManoMano and others.
• File the annual declarations by 28 February each year for the previous calendar year’s tonnage, across every stream you are registered for.
• Respond on your behalf to ADEME, DGCCRF and eco-organism correspondence, including mises en demeure, audit requests, and PPWR Article 45 transitions for the 12 August 2026 deadline.
