Léo Escourrou
Léo Escourrou is the founder of EPR Representative, a French-established authorized representative for producers without a French establishment. He works with US, UK, Chinese and EU-based brands with no French entity on French EPR compliance under a written mandate under Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of 8 July 2026, and under Article 45 of Regulation (EU) 2025/40 (PPWR) for packaging.
What I do for producers outside France
- Sign and execute the written mandate under Article L. 541-10-9-1 of the French Environmental Code (Law No. 2026-602 of 8 July 2026) that a producer not established in France must give to register for French EPR, and take charge of and answer for the registration, identifier, declarations, exchanges with the eco-organisation and audits, and archiving it covers. You remain the producer.
- File membership dossiers with the eco-organisations we currently register clients with: Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. For the other approved eco-organisations, we confirm availability with your quote.
- Monitor ADEME SYDEREP publication, confirm IDU issuance, and produce marketplace-ready documentation for Amazon Seller Central, Cdiscount Pro, ManoMano and others.
- File your declarations. Most streams are declared once a year. Exceptions: Ecomaison declares quarterly by default (annual on option below 15 t, 1,000 pieces and EUR 2 million of turnover in the stream), Valdelia quarterly, Ecominéro monthly, and Ecosystem electrical equipment quarterly unless contributions are paid by SEPA direct debit.
- Answer the eco-organisation’s requests and audits, and follow the PPWR Article 45 rules that apply since 12 August 2026.
