The PMCB stream, Produits et Matériaux de Construction du Bâtiment, is one of France’s major EPR categories and the one with the most product-scope ambiguity. Non-EU exporters of construction materials regularly arrive at it after a French distributor procurement team flags missing compliance. This article covers the split between Valobat and Ecominéro and how to file in either.
What does PMCB cover?#
PMCB was introduced by the AGEC law of 2020 and became operational in 2023. The scope covers building materials placed on the French market for use in residential, commercial or industrial construction:
- Insulation (mineral wool, foam, fibre).
- Plasterboard and gypsum-based products.
- Wall and floor tiles (ceramic, terracotta, natural stone).
- Wood panels, oriented strand board, plywood.
- Aluminium and PVC profiles, doors and windows.
- Sanitary fixtures, taps, ceramic basins.
- Inert minerals (gravel, sand, concrete blocks, cement).
- Roofing materials (tiles, shingles, flashing).
- Many other categories progressively integrated through 2024 to 2026.
The exact perimeter is set per accredited eco-organism. If your product is borderline, the practical answer is to file with the eco-organism that matches the dominant category and confirm coverage in writing.
How do Valobat and Ecominéro split the scope?#
Four eco-organisations are approved on PMCB: Valobat, Ecominéro (category 1, inert products), and Ecomaison and Valdelia (category 2). Valobat and Ecominéro, compared here, have overlapping but distinct scopes.
Valobat is the dominant generalist. Founded by a consortium of building materials manufacturers (Saint-Gobain, Imerys, others), it covers the broad PMCB perimeter: insulation, plasterboard, panels, profiles, fixtures, finishing materials. Most non-EU exporters of construction materials register with Valobat.
Ecominéro focuses on inert mineral construction products: gravel, sand, cement, concrete elements, natural stone. It is the relevant choice for producers in mineral aggregates and bulk inert materials.
The split is not always clean. A producer of decorative ceramic tiles might fall under either, depending on whether the eco-organism treats the SKU as decorative finishing (Valobat) or as inert ceramic (Ecominéro). When ambiguous, the eco-organism that responds first to the dossier is usually the one to go with.

Three diagnostic questions:
- Is your dominant product category inert minerals (concrete, gravel, sand, cement)? → Ecominéro.
- Is your dominant product category broader building materials (insulation, plasterboard, panels, fixtures)? → Valobat.
- Mixed catalog spanning both? → Likely both, with your representative coordinating the split per SKU.
The decision affects:
- Eco-contribution rates (different bonus-malus per eco-organism).
- Declaration interface and granularity.
- IDU prefix on SYDEREP.
The cost difference is modest in absolute terms. Choose primarily based on scope match, not on price.
What does PMCB compliance cost?#
Non-EU producer exporting €500,000/year of building insulation to French Big-Box retailers:
- Authorized representative (PMCB stream): our fee is a fixed annual amount per EPR stream, confirmed in a written quote within one business day. Your annual fee is a fixed amount per stream and per calendar year, independent of your eco-contributions. It depends on the declaration regime and frequency (Valobat's simplified regime applies below €2M CA / 100t, itemised declarations above), the number of references and, above EUR 1,000 of eco-contribution per stream, its size. - Valobat administrative minimum: €80/year (plus the variable eco-contribution).
- Eco-contribution on insulation tonnage: ~€2,000 to €5,000/year depending on declared weight and material.

Why do procurement teams care?#
French construction distribution is concentrated. A small number of large buyers (Saint-Gobain Distribution Bâtiment, Point.P, Leroy Merlin Pro, Castorama Pro, Würth France) handle a large share of the French construction supply chain. Each runs procurement compliance checks that increasingly include PMCB registration.
The practical effect: a non-EU exporter selling into French construction without a published PMCB IDU on SYDEREP can find itself blocked from major distribution channels even before any administrative enforcement.
How does registration work, and can earlier years be claimed?#
Standard non-EU producer flow:
- Authorized representative mandate signed (electronic).
- Valobat or Ecominéro dossier prepared (product catalog with material breakdown, weights, French sales estimate).
- Dossier submitted within two business days of receiving the signed mandate, the first invoice payment and the deposit.
- Eco-organism approval and IDU issuance, on the eco-organisation's own process.
Valobat is operational with us for furniture, DIY and garden categories 3 and 4, and construction products. We currently register clients with Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. Most streams are declared once a year. Exceptions: Ecomaison declares quarterly by default (annual on option below 15 t, 1,000 pieces and EUR 2 million of turnover in the stream), Valdelia quarterly, Ecominéro monthly, and Ecosystem electrical equipment quarterly unless contributions are paid by SEPA direct debit.
Registration is due from your first sale in France, and eco-organisations can claim contributions for earlier years: up to five years at Refashion (the current year and four previous ones), three at Ecomaison, Ecosystem and Valobat, one at Citeo, none at Léko. Identifiers are never backdated. We tell you before signing whether earlier years are at stake. At Valobat, retroactivity cannot go back before 1 January 2024 for furniture and DIY, or before 1 January 2023 for construction products.

Is PMCB enforced on imports from outside the EU?#
Yes. PMCB applies to any producer placing construction materials on the French market, regardless of where the producer is established. Non-EU exporters of construction materials must register through a France-established authorized representative. French construction wholesalers and Big-Box retailers (Saint-Gobain, Point.P, Leroy Merlin pro) increasingly check supplier PMCB registration during procurement.
