Methodology
This benchmark synthesises four data sources:
- Public websites of French EPR providers (May 2026 snapshot), where pricing is published, aggregated by archetype.
- Anonymised competitor quotes, shared by prospects with us during their scoping conversations. We strip identifying details and use ranges, not point estimates.
- ADEME / eco-organism published documentation for fee tiers and timeline norms.
- Internal operational data for SLAs we directly control (mandate signature, dossier filing).
We disclose our own pricing transparently (it is the same as on /pricing). Where we cannot verify a number, we mark it as a range and explain. Where data is missing, we say so.

Key findings
- The market is segmenting into 3 strata. SaaS subscription platforms publish per country or per category. Fixed-fee specialists publish either a flat rate or an entry price: we publish an entry price (€190/year/stream excl. VAT) and fix the exact fee by written quote. Quote-only incumbents trend €3,500 to €10,000 or more per stream per year on aggregated, anonymised prospect quotes.
- Amazon Pay-on-Behalf is a marketplace scheme, not a representative. If a marketplace takes on the EPR obligation for your products under Article L. 541-10-9 of the French Environmental Code (as Amazon offers to do in France), the obligation is deemed met for those products only, and only while you are not registered yourself. Anything sold outside that scheme, or once you register, remains your obligation.
- Eco-organism small-producer floors are remarkably consistent. Citeo €110, Léko €95 (€110 in 2027), Ecomaison €60/year + €50 one-off adhesion (2026), Valobat €80 admin minimum. The simplified-tier ceiling typically defines the natural small-producer profile.
- Professional packaging (EPRO) opened to competition in June 2026. The stream was historically Citeo Pro only (food-service packaging). Following the décret of 17 November 2025, three eco-organisms, Citeo Pro, Léko Pro and Twiice (the first 100%-professional-packaging operator), were accredited in early June 2026 and now compete for the stream. The 1 July 2026 launch was postponed sine die on 26 June 2026, then set for 1 January 2027 by ministerial announcement (28 July 2026). The 2026 professional packaging scales were withdrawn when contributions moved to 2027; Citeo Pro and Léko Pro published their 2027 scales in October 2026 (both may still change; Twiice has not published yet).
- The identifier follows membership within days. It depends on the eco-organisation: Citeo issues it about seven business days after the membership is validated, Léko about five business days after its initial invoice is paid (payable within five business days, otherwise the membership is cancelled), Ecosystem after the first declaration has been filed and paid. The provider variable is how fast the membership is filed: we file within two business days of receiving the signed mandate, the first invoice payment and the deposit.
- Marketplace enforcement is converging. Amazon and Cdiscount lead; ManoMano and Fnac/Darty follow; TikTok Shop FR phases in through 2026. By Q4 2026, expect full parity on SYDEREP verification across major French marketplaces.
- Pan-EU consolidation is accelerating in 2025 and 2026. Ecosystem (ex-Corepile) took over portable batteries, Reclay/Activate aggregated multiple PRO partnerships, Landbell and Interzero are acquiring national specialists. PPWR mandatory AR in 27 EU states (12 August 2026) drives a market-expansion event with capacity squeezes expected in H2 2026.

- Provider archetypes are generalisations; individual providers within an archetype may differ.
- Anonymised prospect quote data is selection-biased (we mostly see quotes from prospects considering us).
- We are not an impartial third party; we disclose this and use ranges where our position could bias point estimates.
