On 30 September 2026, Citeo and Léko, the two eco-organisms most foreign sellers join for French household packaging, published their 2027 rates. They apply to packaging made available on the French market in 2027 and declared in early 2028. We read all four documents in full (each organisation's 2026 and 2027 grids) and compared them line by line.
The short version: weight rates rise by up to 5% on most materials, PVC and complex packaging rise much more, Léko cuts its per-unit fee, and small sellers are the ones whose bill can move most.
Weight rates, material by material#
The weight component is the main part of the eco-contribution for producers declaring per unit (compulsory above 500,000 consumer sales units, UVC, a year). Euro cents per kg, excluding VAT:

Common materials barely move. Cardboard, glass and steel rise 0 to 2.5%. A brand shipping mostly in cardboard sees its weight component track inflation.
Plastics rise 4.5% at both, except rigid PET and flexible PP, which are almost flat. Citeo now splits PS (80.51 ct€/kg, unchanged) from PSE and XPS (84.16).
PVC and complex packaging become a real cost line. PVC goes to 256.14 ct€/kg at Citeo (+22%) and 280.00 at Léko (+39%), the one major line where Léko is now dearer than Citeo. Citeo adds a 219.55 ct€/kg line for PVC used for medicines under marketing authorisation, following the PPWR recyclability exemptions. Complex packaging rises 15% at Citeo. Textile and "other materials" fall sharply at both, and ceramic at Citeo, on the same exemption logic.

The per-unit fee: down at Léko, mixed at Citeo#
On top of weight comes a fee per UVC, set by the number of separable packaging components (cap, seal, sleeve…) and the business sector. It is counted in fractions of a cent, but it applies to every unit sold.
- Léko cuts its full per-unit rate everywhere. For a one-component unit: household goods 0.155 to 0.1396 euro cents (-9.9%), beverages 0.180 to 0.1677 (-6.8%), health and beauty 0.135 to 0.1179 (-12.7%).
- Citeo raises its littering component by about 6% for one-component units (household goods 0.1482 to 0.1568 euro cents), but cuts it 16% at ten components and 21% at twenty. New in 2027: from the 17th component, each extra one carries a 5% surcharge. Its separate reuse component falls from 0.0140 to 0.0131 euro cents per unit.

Simplified declarations and the small-seller floors#
Most small and mid-sized foreign sellers use the simplified declaration: a fixed amount per unit by product family, no technical data. Léko keeps its 2027 simplified grid almost identical to 2026, with a handful of cuts for shipped products (still water shipped in a parcel from €0.0577 to €0.0248 per unit, audio and hi-fi from €0.1941 to €0.13). Citeo's general grid rises 2 to 5% for most families, with outliers: radios, headphones and earphones from €0.0370 to €0.0665 (+80%), smartphones and connected devices from €0.0212 to €0.0266 (+25%). Its "products shipped in a parcel" grid, designed for marketplaces and their sellers, is flat at the median.
The floors matter more:
- Citeo keeps its €110 flat fee under 10,000 units.
- Léko raises its minimum from €95 to €110, and the €150 cap under 20,000 units that appeared in its 2026 grid no longer appears in the 2027 grid.
Worked example: an online cosmetics brand shipping 15,000 units a year in parcels. At Léko (simplified, with shipping packaging, €0.0388 per unit) the bill goes from €150 (capped) in 2026 to €582 in 2027. At Citeo (products shipped in a parcel) it stays at about €640. At 8,000 units, the Citeo flat fee is €110 against €310.40 at Léko in 2027.
Worked example: a beverage brand declaring per unit#
100,000 clear PET bottles of 30 g (3 tonnes, cap weight included for simplicity), two packaging components, beverage sector, before eco-modulation:

For Citeo, the per-unit line adds the littering component and the separately published reuse component.
What PPWR changes in the 2027 Citeo guide#
The Citeo 2027 guide applies the first consequences of Regulation (EU) 2025/40 (PPWR):
- brand owners that set packaging specifications or put their brand on it, including private labels, become responsible under EPR;
- service and transport packaging may fall on its manufacturer;
- tea bags and coffee capsules become packaging and carry eco-contributions;
- a parcel made of a box, tape and void fill counts as 3 units, subject to validation by the coordinating body.
For a cross-border e-commerce seller, that last point can change the base of the declaration.
What foreign sellers should do now#
- Re-run your 2027 estimate on your own volumes. Depending on your mix, the change ranges from a cut to almost a fourfold increase for small Léko members.
- Check your declaration regime (flat fee, simplified, per unit) against the new grids.
- Compare Citeo and Léko on your case, reading the switching terms of your membership contract before deciding.
- Treat PVC and complex packaging first: they are where redesign pays back fastest.
- Map your shipping packaging under the PPWR rules if you sell online.
