The Citeo and Léko household packaging grids for packaging placed on the French market in 2027, material by material, next to the 2026 rates. They are declared in early 2028. Amounts set by the eco-organisations, separate from our fee.

Household packaging: Citeo vs Léko, 2026 and 2027 weight rates
Both eco-organisms published their 2027 household packaging grids on 30 September 2026. This table sets the weight component side by side, material by material, with the change from 2026. The per-unit (UVC) component and eco-modulation come on top.

Weight rates in euro cents per kg, excluding VAT. A dash means the eco-organism publishes no separate line. Citeo 2027 adds a PVC line for medicines under marketing authorisation at 219.55 ct€/kg.

What does the per-unit fee become in 2027?
On top of weight comes a fee per consumer sales unit (UVC), set by the number of separable packaging components and the business sector. Léko cuts its full per-unit rate everywhere: for a one-component unit, household goods go from 0.155 to 0.1396 euro cents, beverages from 0.180 to 0.1677, health and beauty from 0.135 to 0.1179. Citeo raises its littering component by about 6% for one-component units (household goods 0.1482 to 0.1568 euro cents) but cuts it 16% at ten components and 21% at twenty; from the 17th component, each extra one carries a 5% surcharge. Its separate reuse component falls from 0.0140 to 0.0131 euro cents per unit.
What do small producers pay in 2027?
- Citeo keeps its €110 flat fee below 10,000 consumer units.
- Léko raises its minimum annual billing from €95 to €110, and the €150 cap below 20,000 consumer units that applied in 2026 no longer appears in the 2027 grid.
Léko keeps its 2027 simplified grid almost identical to 2026, with a handful of cuts for shipped products. Citeo's general simplified grid rises 2 to 5% for most families, with outliers such as radios, headphones and earphones (from €0.0370 to €0.0665 per unit). Its grid for products shipped in a parcel is flat at the median.
What does the PPWR change in the 2027 Citeo guide?
- Brand owners that set packaging specifications or put their brand on it, including private labels, become responsible under EPR.
- Service and transport packaging may fall on its manufacturer.
- Tea bags and coffee capsules become packaging and carry eco-contributions.
- A parcel made of a box, tape and void fill counts as 3 units, subject to validation by the coordinating body.
Info-tri and the 2027 scales
The 2027 Citeo and Léko scales carry no bonus or malus linked to Info-tri; the marking is a legal requirement. The only related premium (4%) rewards off-pack media awareness campaigns.
When are 2027 placements declared?
Citeo: declaration from January to the end of February 2028. Léko: declaration before 1 March 2028, invoice by 31 March, payable within 30 days. The full calendar is on our French EPR deadlines tool.
And professional packaging in 2027?
The 2026 professional packaging scales were withdrawn when contributions moved to 2027. The 2027 scales of Citeo Pro, Léko Pro and Twiice were published in October 2026; this comparator is being updated.

Most weight rates rise 2 to 5% at Citeo, less at Léko. Paper-cardboard goes from 25.81 to 26.43 ct€/kg at Citeo and from 25.50 to 25.80 at Léko. PVC-containing packaging rises 22% at Citeo (256.14 ct€/kg) and 39% at Léko (280.00 ct€/kg).
What is the minimum a small producer pays in 2027?
