WEEE Compliance in France: Ecosystem or Ecologic for Electronics?

WEEE in France runs through two accredited eco-organisms: Ecosystem and Ecologic. Which one fits your electronics catalog, and how to register fast as a non-EU producer.

Non-EU electronics exporters into France face an EPR scope that almost always touches the WEEE stream (Waste Electrical and Electronic Equipment, Déchets d’Équipements Électriques et Électroniques, DEEE in French). Two eco-organisms are accredited to operate it: Ecosystem and Ecologic. This article maps the choice and the practical filing flow.

What WEEE covers#

WEEE in France applies to any product with electronic circuitry placed on the French market. The scope is intentionally broad:

  • Consumer electronics: phones, tablets, laptops, TVs, headphones, speakers, smart watches.
  • Small electrical: hair dryers, kettles, blenders, electric toothbrushes.
  • Large appliances: refrigerators, washing machines, ovens, dishwashers.
  • Lighting: LED bulbs, light strips, smart lighting.
  • Cables and accessories: USB cables, chargers, adapters.
  • Professional electronics (WEEE Pro): industrial controllers, lab equipment, medical devices, networking gear.

The household sub-stream is the most common for non-EU consumer sellers. The professional sub-stream applies to B2B electronics.

Ecosystem, the historical operator#

Ecosystem (formerly Eco-systèmes) is the original household WEEE eco-organism in France, founded in 2006. It operates one of the largest WEEE recycling networks in Europe.

Strengths for foreign sellers:

  • Mature online portal and member services.
  • Recognised brand across French marketplaces and customs.
  • Comprehensive scope: household + professional + lighting.
  • English-language support for non-EU producers.

Weaknesses:

  • Eco-contribution tariffs are typically slightly higher than Ecologic.
  • Larger member base can mean slower individual dossier responsiveness.

Ecologic, the alternative#

Ecologic is the competing WEEE eco-organism, accredited since 2008. Smaller member base, leaner operations.

Strengths:

  • Marginally lower eco-contribution rates on most product families.
  • More responsive on individual dossier follow-up.
  • Identical scope to Ecosystem.

Weaknesses:

  • Less developed English-language support.
  • Lower brand recognition (though marketplaces accept both IDUs equally).

How to choose#

For most non-EU consumer electronics sellers, Ecosystem is the default, broader support, English-language operations, mature portal. For cost-sensitive sellers with substantial annual volumes, Ecologic can produce 5-10% cost savings.

The choice does not affect:

  • Legal compliance status (both are accredited).
  • Marketplace acceptance (both produce valid IDUs).
  • Switching ability (you can switch at annual renewal).

Filing flow for non-EU electronics producers#

The standard sequence:

  1. Authorized representative engaged in France (mandate same day).
  2. Product catalog prepared with category, weight, battery content, French sales estimate.
  3. Dossier filed with Ecosystem (or Ecologic), 5-10 business days review.
  4. IDU issued, published to SYDEREP within 5-10 business days.
  5. Annual declaration filed by 28 February for prior year tonnage.

Common operational issues#

Treating the WEEE filing as sufficient. A typical electronics catalog triggers three streams: WEEE + packaging + batteries. Filing only WEEE leaves marketplace gaps.

Underestimating tonnage. Marketplaces and ADEME audit declared tonnage against shipping data. A declaration of 500 kg WEEE against 2,000 kg actually shipped triggers an audit.

Category misclassification. Smart lighting can be classified as lighting (separate sub-stream) rather than general consumer electronics. Misclassification at filing produces IDU rejection at marketplace upload.

Missing WEEE Pro. B2B electronics (industrial controllers, networking gear sold to enterprises) fall under WEEE Pro, separate from household WEEE. Filing only household leaves a gap.

FAQ#

Do I register with Ecosystem and Ecologic, or just one?#

Just one. A WEEE producer chooses one eco-organism per WEEE category (household or professional). Both Ecosystem and Ecologic are accredited for both categories. You file with whichever one your representative recommends based on your catalog mix and declaration ergonomics.

Do small electronics like USB cables and chargers count for WEEE?#

Yes. Any product with electronic circuitry, however small, falls under WEEE. USB cables, phone chargers, wireless mice, Bluetooth speakers, smart watches, LED light strips, all trigger WEEE registration. Marketplaces verify this at category level, not at value level.

My electronics ship with batteries inside. Is WEEE enough or do I need batteries EPR too?#

Both. WEEE covers the electronic device; batteries EPR (Ecosystem or Batribox) covers the embedded power cells. A typical Bluetooth speaker triggers three streams: packaging (Citeo), WEEE (Ecosystem or Ecologic), and batteries (Ecosystem or Batribox). All three must be registered through your representative.
