Chinese Electronics Manufacturers: How to Secure Your French WEEE IDU

A Chinese electronics manufacturer selling into France usually needs three French EPR identifiers, for WEEE, batteries and household packaging. With no establishment in France, it obtains them through a France-established representative under Article L. 541-10-9-1 of the French Environmental Code, in force since 10 July 2026. One mandate covers all three.

This article is the short path for Shenzhen, Dongguan and other Chinese electronics producers selling through Amazon, Cdiscount or B2B distribution.

Why do marketplaces check Chinese electronics sellers so closely?#

Because the platform answers for unregistered sellers, and electronics multiply the identifiers to check. Under Article L. 541-10-9 of the Code de l'environnement, a marketplace that cannot show its seller is registered is treated as the producer.

Catalogue size. Chinese manufacturers list large catalogues on French marketplaces, so they meet the checks often.

Multi-stream products. A typical device spans WEEE, batteries and packaging. A single missing identifier blocks the listing, whatever the other two show.

Which streams apply to Chinese electronics?#

Three in most cases, sometimes four or five:

• WEEE (Ecosystem, Ecologic): the electronic product itself.
• Batteries (Ecosystem, which we recommend; Batribox is the other approved eco-organisation): any embedded battery, including coin cells.
• Household packaging (Citeo, Léko, Adelphe): the product box and the shipping box.

For toys or fashion with electronics (children's smartwatches, LED trainers), add toys (Ecomaison) or textile (Refashion).

What is the shortest path to a live SYDEREP record?#

Mandate, memberships, identifiers, marketplace upload. The identifier timing depends on the eco-organisation: at Ecosystem it follows your first declaration, once filed and paid, at Citeo it comes about seven business days after the membership is validated.

Step 1: sign the mandate.

• Electronic written mandate under Article L. 541-10-9-1, no notary.
• Company documents (business licence 营业执照, register extract less than three months old).
• Catalogue summary: product categories, weights, battery types, French sales estimate.

Step 2: eco-organisation memberships.

• We file your memberships within two business days of receiving the signed mandate, the first invoice payment and the deposit.
• Ecosystem (or Ecologic) for WEEE, Ecosystem for batteries, Citeo or Léko for packaging.

Step 3: identifiers.

• Citeo issues the identifier about seven business days after the membership is validated. Léko issues it about five business days after its initial invoice is paid; that invoice must be paid within five business days, otherwise the membership is cancelled. Ecosystem issues it after your first declaration has been filed and paid.
• In practice for electronics: the WEEE and battery identifiers at Ecosystem come after your first declaration has been filed and paid; the packaging identifier at Citeo about seven business days after the membership is validated.

Step 4: marketplace upload.

• We confirm each IDU on SYDEREP.
• You upload the IDUs to Amazon Seller Central, Cdiscount and ManoMano, and add them to your French terms of sale.

What does it cost?#

Two separate costs: our fee, and the eco-contributions each eco-organisation sets on its published barème. Our fee is a fixed annual amount per stream, from €190/year excl. VAT for streams under the eco-organism flat-fee regime, confirmed in a written quote within one business day, with a one-time setup per stream and a refundable security deposit stated in the same quote (pricing).

On the eco-contribution side, the 2026 Ecosystem barème charges, for example, €0.04 for a USB charger, €2.44 for a smartphone and €3.58 for a laptop, and €0.453/kg for Li-ion accumulators. Membership runs from €0 to €450 a year depending on the stream. What are the common Chinese-producer mistakes?#

Mixing up compliance roles, supplying the wrong document, mismatched names and forgotten batteries.

Mistaking product-safety or VAT services for EPR. An EU Responsible Person, Amazon's EU compliance tools or a VAT service do not register you with eco-organisations. See EPR representative vs EU authorised representative.

Supplying the wrong document. Eco-organisations ask for the 营业执照 business licence or a recent register extract, not the tax registration certificate.

Mismatched legal names. Business licences may show the name in Chinese characters and in a romanised form. If Seller Central uses one and SYDEREP the other, verification fails. Use one spelling everywhere (see IDU not recognised on Amazon France).

Batteries not declared. Registering WEEE but skipping batteries because embedded cells "are not separate products". Embedded batteries are in scope, and marketplaces check both.

What should you do today if you are already suspended?#

Start the French file the same day: the identifiers, not the appeal, are what restore listings.

1. Read the notice for the streams Amazon flagged (often WEEE, batteries and packaging).
2. Sign a mandate with a France-established representative.
3. Have your business licence ready.
4. Follow each identifier: about seven business days after the membership is validated at Citeo, after the first declaration has been filed and paid at Ecosystem.
5. Upload the IDUs to Seller Central once they appear on SYDEREP.

FAQ#

How does a Chinese electronics maker get a French WEEE IDU?#

Through a representative established in France, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the French Environmental Code for producers with no French establishment. The representative files the WEEE membership with Ecosystem or Ecologic; at Ecosystem the identifier follows the first declaration, once filed and paid. Most devices also need battery and household packaging identifiers, handled under the same mandate.

My company is in Shenzhen and has no European entity. Can you handle my French EPR?#

Yes. A Shenzhen company registers for French EPR through a France-established representative without creating any European entity. The mandate is signed electronically, with no notary. We deal with the eco-organisations in French and work with you in English or French.

What documents do I need from China to start the process?#

The same as a membership without a representative: company name, legal form and address; registration number and tax identifier; the business licence 营业执照 or a register extract under three months old; the signatory, who must appear on it; product scope and volumes per stream; date of first French sale; channels; who imports; existing identifiers; billing and operational contact with phone; acceptance of the deposit; bank details on a bank document. Never an identity document.

Is Amazon's EU compliance or Responsible Person setup the same as EPR registration?#

No. A Responsible Person or EU Authorised Representative covers product safety, and VAT services cover tax. Neither registers you with French eco-organisations or gives you an IDU, so a separate French EPR file is still needed.

How fast can I get back on Amazon France after a suspension?#

It depends on each identifier. For WEEE and batteries at Ecosystem, the identifier is issued after your first declaration has been filed and paid; for packaging at Citeo, about seven business days after the membership is validated. We file the memberships within two business days of receiving the signed mandate, the first invoice payment and the deposit. Reactivation itself is decided by Amazon.
