EPR France required documents — the complete checklist.

Five categories of documents, around 30 minutes of work for organised sellers, electronic signature only — no notary, no apostille, no paper. This page lists each document, what it is, why it matters, and what the equivalent is in your jurisdiction (US, UK, China, Hong Kong, Singapore, Japan, Korea, Australia, Canada, Switzerland).

The five document categories

Category 1
Identity & legal standing

Required for every eco-organism dossier. Establishes the producer entity.

  • Business registration certificate
    US: Certificate of Good Standing; UK: Companies House certificate; China: 营业执照 (Business Licence); Hong Kong: Business Registration certificate; Singapore: ACRA Bizfile; Japan: 履歴事項全部証明書; Korea: 사업자등록증; Australia: ASIC certificate; Canada: Articles of Incorporation; Switzerland: extrait du registre du commerce
  • VAT / tax identification number
    US: EIN; UK: VAT number or UTR; EU intra-community VAT number; Chinese 纳税人识别号
  • Legal representative ID
    CEO / director government ID (passport scan or equivalent), only used to verify signing authority
Category 2
Operational scope

Determines which EPR streams apply to your catalog.

  • Product catalog summary
    Brand name(s), product description, broad categories (e.g., "consumer electronics", "fashion apparel"). Detailed SKU list NOT required for registration.
  • Sales channels list
    Amazon France, Cdiscount, ManoMano, Fnac, TikTok Shop FR, own Shopify, eBay France, etc. Marketplace seller IDs help map enforcement context.
  • Estimated French volume
    Annual unit count or revenue tier (Under €25k / €25k-€100k / €100k-€500k / €500k-€2M / over €2M). Helps scope eco-organism membership tier.
  • EPR streams in scope
    Packaging (Citeo/Léko/Adelphe), WEEE (Ecosystem/Ecologic), textile (Refashion), batteries (Corepile/Screlec), furniture (Ecomaison/Valdelia), toys, sports/DIY, paper, construction PMCB (Valobat/Ecominéro), professional packaging (Citeo Pro). The representative confirms scope based on the catalog summary.
Category 3
Civil mandate (Articles 1984 et seq. of the Code civil)

The legal instrument empowering the France-established representative to act on the producer’s behalf.

  • Signed mandate document
    Electronic signature via eIDAS-compliant platform. Same-day execution. No notary, no apostille, no paper. The mandate names the streams covered and the representative.
Category 4
Current situation (if applicable)

Context for prioritisation. Marketplace suspensions get the 48-72h priority track.

  • Amazon France suspension notice
    If you received a suspension email — attach the PDF. The eco-organism may fast-track the dossier when an active marketplace suspension is documented.
  • ADEME / DGCCRF mise en demeure

  • Cdiscount EPR rejection notice

Category 5
Optional but useful

Speeds up year-one annual declaration.

  • Existing IDU numbers
    If you previously registered with another representative or eco-organism — the IDU(s) transfer to the new representative without re-issuance. The number stays the same.
  • Packaging weight per SKU
    Grams of cardboard / plastic / glass / metal / wood / mixed per SKU. Needed for the 28 February annual declaration — not for registration. We provide a template at onboarding.
  • Previous year tonnage estimate
    Total kg of each material placed on the French market last year. Used to compute the initial eco-contribution membership tier.

The six-step path

  1. Step 1Send the catalog summary. Via our wizard at /get-registered or by email. Brand, product description, sales channels, estimated French volume, current situation flags (suspended / warning / starting / switching).

  3. Step 3Upload identity documents. Business registration certificate, VAT/tax ID, legal representative ID. Secure upload portal. Same day.
  4. Step 4Sign the civil mandate electronically. eIDAS-compliant electronic signature. One click. No notary, no paper, no apostille. Same day.
  5. Step 5We file eco-organism dossiers. In parallel for every stream in scope. Each eco-organism (Citeo, Refashion, Ecosystem, etc.) reviews and approves within 5-10 business days.
  6. Step 6IDU publishes on SYDEREP. ADEME publishes each IDU on the public SYDEREP register within 5-10 business days of eco-organism approval. Total elapsed from mandate signature: 2-3 weeks per stream.

Special situations

Three scenarios where the document requirements deviate slightly from the standard checklist:

  • Already suspended on Amazon France — attach the suspension notice. The eco-organism may fast-track the dossier; we run the 48-72h priority lane. See our Amazon France suspension recovery guide.

Frequently asked questions

Do I need a certified translation of my US Certificate of Good Standing?

Usually no. Eco-organisms accept business registration certificates in their original language plus an English translation. The English translation does not need to be certified or notarised in most cases — we handle the translation as part of the dossier preparation. If a specific eco-organism asks for a certified translation in a particular case, we coordinate with a sworn translator.

My Chinese business licence (营业执照) is in Chinese. What do I need?

The original 营业执照 plus an English translation. We work with Chinese exporters regularly and have a streamlined translation workflow. The translation must accurately render the legal name, business scope, registration number, and registration date — these are the data points eco-organisms compare against the dossier.

I do not have a packaging composition breakdown per SKU. Is that a blocker?

Not at registration. The KYC document for registration only requires you to declare the EPR streams in scope of your catalog (packaging, WEEE, etc.) and a high-level product description. The detailed packaging composition is needed for the ANNUAL declaration (filed by 28 February each year for the previous year’s tonnage) — you have until that filing date to build the composition data per SKU.

Do I sign the mandate digitally or on paper?

Digital. The mandate is signed electronically (eIDAS-compliant) — typically via a one-click signature platform like Yousign or DocuSign. No notary, no paper, no apostille. The same-day signature is standard practice.

How long does the document collection phase take?

For organised sellers with their business registration certificate ready: 2-4 hours of work, total. For sellers needing to retrieve a Certificate of Good Standing (US) or a refreshed Chinese 营业执照: 3-7 business days.
