A France-established representative is now compulsory for tobacco.
Article L. 541-10-9-1 of the French Environment Code, created by law n° 2026-602 of 8 July 2026, requires any person subject to French EPR without an establishment in France to appoint a representative established in France by written mandate, and subrogates that representative into the obligations for which it accepts the mandate. The rule is horizontal: it applies to tobacco exactly as it applies to the other French streams, and it does not depend on the PPWR.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it. Within the scope and duration of the mandate we carry the tobacco obligations; you keep producer status, answer for the accuracy of the data you give us, and remain responsible for any period before the mandate took effect. A fixed annual fee, stated in writing before you commit.

The quote states the fixed annual fee for tobacco, the one-time setup for the stream and the refundable security deposit. For the twelve months it covers, the number you sign is the number you pay.

How this stream works in France.
The TABAC stream addresses the litter from tobacco product filters containing plastic. Alcome is the sole approved eco-organism, funding street-cleaning, public ashtrays and awareness campaigns for local authorities. Producers contribute based on quantities placed on the market. Cahier des charges: arrêté of 23 November 2022. Tobacco manufacturers and importers placing product on the French market are in scope.
