Joining Alcome from abroad
for sellers without a French entity.
Alcome is the approved French eco-organism for the tobacco (TABAC) stream, which targets the litter caused by cigarette butts. Its agrément follows the arrêté of 23 November 2022.
Alcome funds and supports local authorities in reducing and cleaning up cigarette-butt litter: street ashtrays, awareness campaigns and cleaning support across French municipalities. Producers adhere, declare the filtered tobacco products they place on the French market, and pay an eco-contribution funding these actions.
Any company placing filtered tobacco products on the French market, whether established in France, elsewhere in the EU, or outside the EU: manufacturers and importers of cigarettes and comparable products with plastic-containing filters. The trigger is the first placement on the French market, not the seller location.

What we do for the Alcome stream specifically.
You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. For filtered tobacco products, we prepare and file the Alcome declarations; the eco-contribution is set on its published schedule, and we take no percentage on it. We currently register clients with Citeo, Léko and Léko Pro, Ecosystem (electrical equipment, lamps, batteries), Twiice, Refashion, Ecomaison and Valobat. For the other approved eco-organisations, we confirm availability with your quote.

Frequently asked questions
- Who has to join Alcome?
- Any producer placing products covered by Tobacco products (mégots) on the French market, whatever the country it is established in, with no minimum volume. The producer is the first company placing the goods on that market: for a distance sale to a French consumer, that is the seller, not the carrier and not the marketplace.
- Can I join Alcome without a French company?
- Not directly. A producer with no establishment in France must appoint a representative established in France, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the French Environmental Code. For Alcome, we confirm availability with your quote.
- What does Alcome membership cost?
- Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Alcome's published schedule. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We take no percentage and no margin on either of them.
