Frequently asked questions
Who must draw up the declaration?
The manufacturer of the packaging: the company that makes the packaging or has it designed or made under its own name or trademark. In practice, that is usually the brand. Packaging suppliers must give the manufacturer the information and documents it needs, but do not sign the declaration in its place.
What does the declaration cover today?
Only the requirements that already apply to the packaging. Since 12 August 2026 that is mainly the restriction of substances in packaging (heavy metals and, for food-contact packaging, PFAS) and, for reusable packaging, the reuse requirements. Labelling, recyclability, recycled content and minimisation requirements apply later and will be added to the declaration as they come into application.
In which language?
In the language or languages required by each Member State where the packaging is placed on the market. The generator prints one page per language, from the official text of Annex VIII published in the Official Journal in the 24 languages of the EU.
Is the PDF downloadable?
No. It is sent by email to the address you give, as a PDF attachment. We also receive a copy of each request, so we can answer your questions about it.
Does this tool check my packaging?
No. It formats the information you type into the official model. The manufacturer checks its packaging, signs the declaration and remains solely responsible for it. If you would like help gathering your suppliers’ information and preparing the declaration, reply to the email you receive.
