Citeo Pro authorized representative
for sellers without a French entity.

Citeo Pro runs the EPRO stream: the boxes, films, pallets, drums and protective packaging used when shipping to French businesses rather than to consumers. It is the professional-packaging arm of historic eco-organism Citeo and already operated the former food-service (restauration) stream. Following accreditation in early June 2026 it is one of three accredited eco-organisms for the broadened professional packaging REP, alongside Léko Pro and Twiice. The launch scheduled for 1 July 2026 was postponed sine die on 26 June 2026, then set for 1 January 2027 by ministerial announcement (late July 2026).

Citeo Pro collects the eco-contribution on professional packaging. It has published its 2026 EPRO barème with per-tonne rates by material (plastics €217.90/t, paper-cardboard €34.70/t, wood €9/t, steel, aluminium and other materials €8/t, non-plastic dangerous-product packaging €82.80/t) and a €125 excl. VAT flat fee under 2 tonnes, with a -50% reuse bonus. Until the professional-packaging stream formally enters into force, the food-service (ER) tariff it operates also remains applicable for 2026 placings. Many foreign sellers who supply French distributors are subject to EPRO in addition to household packaging. We are eco-organism-neutral and register you with whichever of Citeo Pro, Léko Pro or Twiice fits your catalogue.

Any producer placing professional packaging on the French market, that is, packaging whose end recipient is a French business: pallet wrap, industrial cartons, wooden pallets, protective films used for B2B deliveries.

What we do for the Citeo Pro stream specifically.

We sign the Citeo Pro adherence on your behalf, obtain the IDU from ADEME, file the EPRO declarations; the eco-contribution itself is set by the eco-organism on its published schedule, and we take no percentage on it. We act as your authorized representative in France only. For other EU Member States, a separate authorized representative established in each country is required, that is outside our scope.

Frequently asked questions

Who has to join Citeo Pro?
Any producer placing products covered by Professional packaging (EPRO) on the French market, whatever the country it is established in, with no minimum volume. The producer is the first company placing the goods on that market: for a distance sale to a French consumer, that is the seller, not the carrier and not the marketplace.
Can I join Citeo Pro without a French company?
Not directly. A producer with no establishment in France goes through a France-established mandataire, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the Code de l'environnement. The representative signs the membership in the producer's name, then ADEME publishes the IDU within 2 to 3 weeks.
What does Citeo Pro membership cost?
Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Citeo Pro's published schedule. We take no percentage and no margin on either of them.
Is Citeo Pro the only option?
No. On Professional packaging (EPRO), Léko Pro and Twiice are also state-accredited. Joining any one of them satisfies the obligation, and the choice belongs to the producer. They differ on their published schedule, their declaration format and their eco-modulations, not on the legal cover they provide.
What do I declare once I have joined?
The volumes you placed on the market the previous year, in the unit that stream uses, on Citeo Pro's own calendar. That declaration sets the eco-contribution you owe. A producer joining late regularises the earlier years in which it placed products on the market.
