Citeo Soin & Hygiène is the eco-organism for single-use sanitary textiles (textiles sanitaires à usage unique, TSUU): wet wipes, cotton pads and similar disposable hygiene products. The stream operates under the cahier des charges set by the arrêté of 20 December 2024.
The scheme funds the prevention, collection and treatment of single-use wipes and sanitary textiles, which are a significant source of litter and sewer-network clogging. Producers adhere, declare the tonnage and units placed on the French market, and pay an eco-contribution modulated to encourage more sustainable and less polluting products.
Any company placing single-use wipes or sanitary textiles on the French market, whether established in France, elsewhere in the EU, or outside the EU. This covers cosmetic and cleaning wipes, baby wipes and comparable disposables sold under your brand. The trigger is the first placement on the French market, not the seller location.

What we do for the Citeo Soin & Hygiène stream specifically.
You remain the producer. Under the written mandate required by Article L. 541-10-9-1 of the French Environmental Code, we take charge of and answer for your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits, and the archiving of your files. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. For single-use wipes, we prepare and file the Citeo Soin & Hygiène declarations; the eco-contribution is set on its published schedule, and we take no percentage on it. - Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Citeo Soin & Hygiène's published schedule. Your eco-contributions stay invoiced to you and paid by you directly to the eco-organisation. We take no percentage and no margin on either of them.
