Citeo Soin & Hygiène (single-use sanitary textiles activity, TSUU stream)
Citeo Soin & Hygiène is the eco-organism for single-use sanitary textiles (textiles sanitaires à usage unique, TSUU): wet wipes, cotton pads and similar disposable hygiene products. The stream operates under the cahier des charges set by the arrêté of 20 December 2024.
The scheme funds the prevention, collection and treatment of single-use wipes and sanitary textiles, which are a significant source of litter and sewer-network clogging. Producers adhere, declare the tonnage and units placed on the French market, and pay an eco-contribution modulated to encourage more sustainable and less polluting products.
Any company placing single-use wipes or sanitary textiles on the French market, whether established in France, elsewhere in the EU, or outside the EU. This covers cosmetic and cleaning wipes, baby wipes and comparable disposables sold under your brand. The trigger is the first placement on the French market, not the seller location.
We act as your French authorized representative under Article 8a §5 of Directive 2008/98/EC for the wipes (TSUU) stream. We sign the adherence on your behalf, obtain your IDU through ADEME SYDEREP, file the declarations and pay the eco-contribution. You stay the producer; we handle the paperwork.
