Soren is the approved French eco-organism dedicated to photovoltaic panels, a distinct part of the WEEE stream (category 7). It organises the collection, dismantling and recycling of end-of-life solar panels placed on the French market.
Soren runs a nationwide take-back network for used solar panels: collection points, on-site pick-up above certain volumes, and recycling of glass, aluminium frames, silicon and other components. Producers adhere, declare the panels they place on the French market (by unit and by weight), and pay an eco-contribution that funds the recovery scheme.
Any company placing photovoltaic panels on the French market, whether established in France, elsewhere in the EU, or outside the EU. Manufacturers, importers and brand owners of solar modules all fall in scope. The trigger is the first placement on the French market, not the seller location.

What we do for the Soren stream specifically.
We act as your French authorized representative under Article 8a §5 of Directive 2008/98/EC for the photovoltaic stream. We sign the Soren adherence on your behalf, obtain your IDU through ADEME SYDEREP, file the periodic declarations; the eco-contribution itself is set by the eco-organism on its published schedule, and we take no percentage on it. You remain the producer; we handle the French paperwork.

Frequently asked questions
- Who has to join Soren?
- Any producer placing products covered by Electrical and electronic equipment (WEEE) on the French market, whatever the country it is established in, with no minimum volume. The producer is the first company placing the goods on that market: for a distance sale to a French consumer, that is the seller, not the carrier and not the marketplace.
- Can I join Soren without a French company?
- Not directly. A producer with no establishment in France goes through a France-established mandataire, compulsory since 10 July 2026 under Article L. 541-10-9-1 of the Code de l'environnement. The representative signs the membership in the producer's name, then ADEME publishes the IDU within 2 to 3 weeks.
- What does Soren membership cost?
- Two separate amounts. The membership fee runs from EUR 0 to 450 a year depending on the stream. The eco-contribution depends on what you place on the market and follows Soren's published schedule. We take no percentage and no margin on either of them.
- Is Soren the only option?
- No. On Electrical and electronic equipment (WEEE), Ecosystem and Ecologic are also state-accredited. Joining any one of them satisfies the obligation, and the choice belongs to the producer. They differ on their published schedule, their declaration format and their eco-modulations, not on the legal cover they provide.
- What do I declare once I have joined?
- The volumes you placed on the market the previous year, in the unit that stream uses, on Soren's own calendar. That declaration sets the eco-contribution you owe. A producer joining late regularises the earlier years in which it placed products on the market.
