Your marketplace asks for a French EPR number: what it means and what to do

A message from Amazon.fr, Temu, TikTok Shop, Cdiscount or ManoMano asks for your “French EPR registration number”, or your French listings have been deactivated because it is missing. This guide explains what that number is, why you cannot obtain it on your own if your business is not established in France, and what to do now. What exactly is the marketplace asking for?
The marketplace wants the unique identifier (IDU) of each EPR stream your products fall into. France runs extended producer responsibility stream by stream: 19 streams, each with one or more approved eco-organisations. The identifier is issued after membership of an approved eco-organisation for that stream.
- One identifier per stream. A packaged Bluetooth speaker typically needs three: household packaging, electrical and electronic equipment, and batteries. A packaging identifier does not cover the electronics.
- Identifiers belong to the producer entity. The same identifiers serve every French marketplace on which the same legal entity sells.
- Displayed, not just held. French law also requires the identifier in your terms of sale (or any other contractual document) and on your website.

Why can’t I register on my own any more?
Since 10 July 2026, Article L. 541-10-9-1 of the French Environmental Code, created by law n° 2026-602 of 8 July 2026, requires any producer not established in France and subject to EPR to appoint a representative established in France, by written mandate, for every stream.
The criterion is establishment in France, not membership of the European Union. It applies to US, UK, Swiss and Asian sellers, and equally to a German, Spanish or Italian company with no French entity. A registration abroad, such as LUCID in Germany or UK packaging EPR, does not cover France.
The producer is whoever owns the goods when they enter France. That is not necessarily the brand owner, and neither the Incoterm nor the customs clearance decides it. If a platform buys your goods and imports them in its own name, the answer can differ from a platform that sells in your name: check how ownership passes in your own contract.
The marketplace says it handles EPR for me. Am I covered?
A marketplace that takes on the EPR obligations for your products under Article L. 541-10-9 of the French Environmental Code covers only the products it sells for you, and only while you are not registered yourself. Your own website, other marketplaces and your sales to businesses remain your obligation.
In practice, a seller who also sells through a Shopify store, a second marketplace or to French retailers still needs their own identifiers for those sales. The comparison is set out in Amazon pay-on-behalf or your own registration.
What do I do now, in three steps?
- Request a written quote. Tell us your products, sales channels and volumes, and send the marketplace message if you have one. We qualify each product (stream, eco-organisation, category) and send a fixed written quote within one business day.
- Sign the mandate online; we file the membership. You sign the written mandate required by Article L. 541-10-9-1. We file your membership with each eco-organisation within two business days of receiving payment.
- Receive the identifier and enter it on the marketplace. Each eco-organisation issues it on its own timing:
- Citeo (household packaging): about seven business days after the membership is validated.
- Léko (household packaging): a few days after the initial Léko invoice is paid; that invoice must be paid within five business days, otherwise the membership is cancelled.
- Ecosystem (electronics, batteries): the identifier is issued after the first declaration has been filed and paid.
- Refashion (textiles, footwear): after membership, the signed contract and the first declaration with its payment, then about ten business days.
- Professional packaging (EPRO: Citeo Pro, Léko Pro, Twiice): registration open now, eco-contributions from 1 January 2027.
We take charge of, and answer for, your registration, your identifier, your declarations, the exchanges with the eco-organisation and audits. You remain the producer and pay your eco-contributions directly to the eco-organisation.
My listings are already suspended. What changes?
The three steps are the same. What differs is the order of your replies to the platform: answer the notice once you have the identifiers, not before, and enter each one in the field of its own stream. What is the risk of doing nothing?
There is no threshold: the obligation starts with the first unit placed on the French market. Under Article L. 541-9-5 of the French Environmental Code, penalties reach up to €30,000 for non-registration, inaccurate data or an identifier not displayed, and up to €1,500 for an individual or €7,500 for a company per unit or per tonne. What is the French EPR number a marketplace asks for?

Yes, provided the same legal entity sells on each. The identifier belongs to the producer and the stream, not to the platform: one identifier per stream serves every French marketplace. Two separate legal entities need two separate registrations.

I am established in another EU country. Does this apply to me?
Yes. The criterion is establishment in France, not membership of the European Union. A German, Spanish or Italian seller with no French establishment needs a representative established in France exactly like a US, UK or Chinese seller. A registration in another country, such as LUCID in Germany or UK packaging EPR, does not cover France.

Is there a minimum volume below which I can ignore the request?
No. The obligation starts with the first unit placed on the French market. Do you pay my eco-contributions?
No. Your eco-contributions are invoiced to you and paid by you directly to the eco-organisation. We take no percentage on them. Our fee is fixed per stream and stated in your written quote.
