Tyres (PNEU)
Required for tyres placed on the French market: car, van, truck, agricultural, two-wheeler and more.
A France-established representative is now compulsory for tyres.
Article L. 541-10-9-1 of the French Environment Code, created by law n° 2026-602 of 8 July 2026, requires any person subject to French EPR without an establishment in France to appoint a representative established in France by written mandate, and subrogates that representative into the obligations for which it accepts the mandate. The rule is horizontal: it applies to tyres exactly as it applies to the other French streams, and it does not depend on the PPWR.
The test is establishment in France, not nationality, so a producer based elsewhere in the European Union is covered on the same terms as one based outside it. Within the scope and duration of the mandate we carry the tyres obligations; you keep producer status, answer for the accuracy of the data you give us, and remain responsible for any period before the mandate took effect. A fixed annual fee, stated in writing before you commit.
Per stream, for producers under the eco-organism flat-fee regime. Your exact fee depends on this stream's declarative regime and your number of product references, never on sales volume.
The quote states the fixed annual fee for tyres, the one-time setup for the stream and the refundable security deposit. For the twelve months it covers, the number you sign is the number you pay.

Recycled-material bonus -10% (tier 1) / -20% (tier 2); +10% penalty for SVHC substances above 0.1% (passenger tyre: €1.44 / €1.28 / €1.76 versus the €1.60 base).

How this stream works in France.
The PNEU stream covers pneumatic tyres of every category (light vehicles, trucks, agricultural and civil-engineering machinery, two-wheelers, aircraft and solid tyres) placed on the French market, whether sold standalone or fitted to a vehicle. Since 2024 the eco-contribution is eco-modulated on the presence of SVHC substances (penalty) and recycled-material content (bonus). Three eco-organisms are approved: Aliapur (the historic market leader), France Recyclage Pneumatiques and Tyval. Cahier des charges: arrêté of 27 June 2023.
